Efficiency evaluation and development prospects of the European Network and Information Security Agency (ENISA)

Abstract

Аннотация. Предметом изучения диплома на тему "Оценка эффективности и перспективы развития европейского агентства по сетевой и информационной безопасности (ENISA)" является агентство ENISA, которое занимается анализом киберугроз, помощью в их предотвращении и научной деятельностью в области кибербезопасности. Основная цель - дать оценку эффективности и определить сценарий возможного развития ENISA с помощью изучения целей, задач и внутренней организации агентства, а также через обозначение критериев эффективности и факторов для построения прогноза. Основные этапы исследования включают в себя теоретическую справку о киберсфере, историческую справку о создании агентства, анализ современного внутреннего устройства ENISA, оценку эффективности на основе указанных критериев и прогноз будущего развития. При написании данной работы были использованы новейшие внутренние источники агентства, российские и зарубежные статьи и монографии, а также тематические новости и пресс-релизы. Актуальность данной темы обусловлена необходимостью заниматься обеспечением кибербезопасности на международном уровне: ENISA - отличный пример того, как государства в сотрудничестве способны заниматься мониторингом и анализом угроз киберсферы, совершенствованием методов по предотвращению кибер инцидентов, а также успешным образованием государственного и частных секторов в данной сфере. Агентство в настоящий момент имеет несколько постоянных научно-образовательных проектов, постоянный выпускаемый объем научных тематических статей для IT-специалистов, а также большой потенциал в развитии международного сотрудничества. Данное исследование будет полезно студентам и выпускникам факультета международных отношений, а также факультета по информационной безопасности.

Annotation. The subject of diploma “Efficiency evaluation and development perspectives of European Network and Information Security Agency (ENISA)” is the ENISA. This agency analyzes cyber threats, helps in their prevention and does scientific activity in the field of cyber security. The objective is an efficiency evaluation and a construction of ENISA possible development scenario by studying purposes, tasks and the internal organization of agency, and also through designation of efficiency criteria and factors for creation of the forecast. The main research stages include the cybersphere theory, history of agency’s creation, the analysis of the modern internal ENISA structure, the efficiency assessment which based on of the specified criteria and the forecast of future development. In this research have been used the newest internal sources of agency, Russian and foreign articles and monographs, and also thematic news and press releases. Relevance of this theme is caused by need to ensuring cyber safety at the international level: ENISA is an excellent example of how the states in cooperation can monitor and the analyze threats of the cybersphere, improve methods of prevention cyber incidents and also successful educate public and the private sectors in this sphere. The agency at the moment has several constant scientific and educational drafts, the volume of scientific articles for IT specialists and also high potential in the international cooperation development. This research will be useful for students and graduates of the faculty of the international relations and the faculty of information security.
