The policy of France in the field of national education: The problems of immigrant neighbourhoods (1980s – 2000s)

Abstract

Диссертация посвящена проблеме национального образования Франции в иммигрантских кварталах периода 1980-х-2000-х гг. В исследовании последовательно раскрываются особенности эволюции французского образования и гражданского воспитания, что показывает противоречие понятий мультикультурализма и французской гражданственности. Основываясь на указах и постановлениях Французского правительства, опубликованных статистических источниках, а также на многочисленных нарративах, автор рассказывает о причинах низкого качества образования в иммигрантских кварталах пригородов Парижа, Лиона, Марселя, где проживает наибольшее количество приезжих из стран Магриба (Алжир, Тунис, Марокко). Автор касается не только вопроса геттоизации кварталов, но и психологического восприятия жизни во Франции в среде иммигрантской молодежи, проблем получения высшего образования и устройства на работу. В работе исследователь касается проблемы политики интеграции в отношении 2-го и 3-го поколения мигрантов - так называемых "бёров", опора идет на интервью с респондентами из магрибинской диаспоры. Кроме того, диссертация раскрывает роль ислама в формировании отношений между иммигрантами, их детьми и коренными французами. Исследуя политику правительства в представленный период, автор также изучает причинно-следственные связи изменения позиции в отношении к иммигрантам - от либеральной к консервативной, что сказывается и на национальном образовании.

The thesis is devoted to the problem of national education of France in immigrant quarters in 1980s-2000s. The research consistently reveal peculiarities of the evolution of French education and civic education that shows the contradiction of the concepts "multiculturalism" and "french citizenship". Based on the decrees and orders of the French government, published statistical sources, and the numerous narratives, peculiarity,the autor tells about reasons of low quality of education for example immigrant quarters of Paris, Lyon, Marseille, where live the largest number of immigrants from the Maghreb (Algeria, Tunisia, Morocco). The author applies not only to the question of ghettoisation quarters, but also the psychological life perception in France among the immigrant youth, the problems of obtaining higher education and employment. In the work, the researcher refers to the problem of the integration policy in attitude of the 2nd and 3rd generation immigrants - "bears", relies on the interview with respondents of Maghreb diaspora. In addition, the thesis reveals the role of Islam in shaping the relations between immigrants, their children and the indigenous French. Exploring government policies in the presented period, the author also studies the reasons which change the position in relation to immigrants from liberal to conservative, that affects to national education.
