Pension system reforms in Russia and China at the beginning of the 21st century: an economic and sociological analysis

Abstract

В последние годы на фоне мировой тенденции усиления давления на стареющее население перед системами пенсионного обеспечения Китая и России также открылись новые возможности для реформирования. Однако нестабильность ситуации в мире, рост общих пенсионных расходов правительств обеих стран и увеличение пенсионного разрыва, безусловно, оказывают сильное давление на экономическое и социальное развитие наших обеих стран .В то же время, однако, это представляет собой новую возможность для реформирования пенсионных систем обеих стран.. Поэтому целью данной работы является рассмотрение этих вопросов путем систематического изучения процесса изменений в пенсионной системы России，и сравнивая историческую эволюцию системы пенсионного обеспечения Китая, анализируя влияние на общество схожего кризиса старения и его давления на экономику, с которым в настоящее время сталкиваются обе страны, необходимо обеспечить теоретическую основу для решения проблем пенсионной реформы, предложить разумные решения и рекомендации. Обмен опытом и идеями организации системы пенсионного обеспечения сможет улучшить системы социального обеспечения двух государств, а внедрение наилучших практик партнера сможет вывести системы пенсионного обеспечения России и Китая на новый, более высший уровень.

In recent years, against the backdrop of the global trend toward increasing pressure on the aging population, new opportunities for reform have also opened up before the Chinese and Russian pension systems. However, the instability of the world situation, the growth of total pension expenditures of the governments of both countries, and the widening of the pension gap are certainly putting strong pressure on the economic and social development of our two countries .At the same time, however, this presents a new opportunity for reforming the pension systems of both countries. Therefore, the purpose of this paper is to address these issues by systematically studying the process of change in the Russian pension system, and comparing the historical evolution of the Chinese pension system, analyzing the impact on society of a similar aging crisis and its pressure on the economy, which both countries are currently facing, to provide a theoretical basis for solving the problems of pension reform, to offer reasonable solutions and recommendations. The exchange of experience and ideas on the organization of the pension system could improve the social security systems of the two countries, and the introduction of best practices by the partner could bring the pension systems of Russia and China to a new, higher level.
