The Cyprus question in the US policy

Abstract

В данной работе исследована проблема Кипрского вопроса в политике Соединенных Штатов Америки. Так, во время Холодной войны она дестабилизировала юго-восточный фланг НАТО, мешала сдерживанию советской угрозы и недопущению СССР в ближневосточный регион, а также поддержанию стабильности на Ближнем Востоке и обеспечению доступа США к углеводородным ресурсам, что обусловило серьезную заинтересованность Вашингтона в урегулировании данного вопроса. В связи с необходимостью выявления позиции США в отношении Кипрского вопроса были исследованы как истоки развития кипрского конфликта, так и дальнейшие этапы его интернационализации, выявлена роль Греции и Турции как гарантов безопасности греческой и турецкой общин на острове. Была проанализирована политика США на Ближнем Востоке и в Восточном Средиземноморье в рассматриваемый период, а также определена роль НАТО в обеспечении безопасности государств-членов в данном регионе, в связи с чем особое внимание было уделено отношениям США с Грецией и Турцией. Основное внимание в данном исследовании отводится роли США в многочисленных планах урегулирования данного конфликта, проходивших сначала в рамках НАТО, а в дальнейшем под эгидой ООН. Выбор верхних границ хронологических рамок данной работы обусловлен тем, что известный план, разработанный Генеральным секретарем ООН К. Аннаном, представляет собой кульминацию консолидации международных усилий в решении проблемы, и после его провала повышенного внимания к данной проблеме как со стороны США, так и международного сообщества, в целом, больше не наблюдалось.

In this paper the problem of the Cyprus question in policy of the United States of America is investigated. So, during the Cold war it destabilized the southeast flank of NATO, prevented control of the Soviet threat and prevention of the USSR to the Middle East region, and also to maintenance of stability in the Middle East and to ensuring access of the USA to hydrocarbonic resources that has caused serious interest of Washington in settlement of the matter. Due to the need of identification of the US position concerning the Cyprus question, both sources of development of the Cyprus conflict and further stages of its internationalization have been investigated, as well as the role of Greece and Turkey as guarantors of safety of the Greek and Turkish communities on the island is revealed. The policy of the USA in the Middle East and in East Mediterranean during the considered period has been analysed, and also the role of NATO in safety of member states in this region. The special attention has been paid to the relations of the USA with Greece and Turkey. The main attention in this research is paid to a role of the USA in the numerous plans of settlement of this conflict passing at first within NATO, and further under the auspices of the UN. The choice of the upper bounds of a chronological framework of this work is caused by the fact that the famous plan developed by the UN Secretary General K. Annan represents the culmination of consolidation of the international efforts to the solution. After its failure any special attention to this problem as from the USA, as from the international community, in general, wasn't observed any more.
