Improving communication with citizens as part of the implementation of separate waste collection policy (the case of St. Petersburg)

Объектом исследования при написании работы являлся процесс реализации «мусорной реформы», в частности, в Санкт-Петербурге. В качестве предмета исследования был выбран механизм коммуникации, используемый органами власти Санкт-Петербурга при взаимодействии с гражданами в рамках реализации политики по раздельному сбору мусора.

Работа состоит из введения, основной части, заключения, приложений и списка использованной литературы. Основная часть дипломной работы включает в себя три главы. В первой главе будет дано понятие услуги раздельного сбора отходов, представлены особенности государственной политики в сфере отходов и обозначена роль коммуникации в процессе её реализации. Вторая глава будет включать в себя описание используемых каналов, средств и форм коммуникации, а также системы коммуникации органов власти с гражданами по вопросу раздельного сбора отходов, применяемые за рубежом. Также будут обозначены основные проблемы существующей системы коммуникации в России и определены показатели, с учётом которых должно осуществляться её реформирование в нашей стране. В третьей главе будут представлены особенности реализации «мусорной реформы» в Санкт-Петербурге, а также результаты эмпирического исследования – социологического интернет-опроса, проведённого среди 324 жителей города в период с 17 апреля по 12 мая 2020 года. В рамках интернет-опроса планируется выявить уровень осведомлённости петербуржцев о проводимой «мусорной реформе», основные источники и достаточность получаемой информации, предпочтительность использования тех или иных каналов коммуникации в процессе взаимодействия с органами власти по вопросу раздельного сбора мусора, а также основные барьеры, препятствующие эффективному взаимодействию органов власти с петербуржцами. На основе полученных результатов будут предложены рекомендации по совершенствованию текущей коммуникационной стратегии органов власти Санкт-Петербурга с гражданами в целях повышения уровня вовлеченности последних в процесс раздельного сбора отходов.

The object of the research was the process of implementing the waste gathering policy (‘garbage reform’), particularly, in Saint-Petersburg city. As the subject of the study the communication mechanism of Saint-Petersburg authorities’ interaction with citizens was used in the framework of the implementation of separate waste gathering policy.

The research consists of introduction, main part, conclusion, attachments and list of references. The main part includes three chapters. The first chapter will give an explanation to the separate waste gathering service as it is, the peculiarities of implementing separate waste management concept will be also discussed. Moreover, the first chapter will outline the role of communication and interaction between state authorities and citizens during the process of separate waste gathering. The second chapter includes the description of main channels, methods and forms of communication as well as the communication strategies of the foreign governments in the field of separate waste gathering. On top of that, main challenges of improving the communication system in Russia will be identified with the following indicators to be reached to make separate waste gathering process more transparent and clear for both sides of the interaction. Finally, the third chapter will consist of description of the separate waste gathering policy implementing particularly in Saint-Petersburg and the current situation of the government bodies’ informing and interaction with citizens of Saint-Petersburg. Also, the empirical evidence will be provided as an internet-poll results, taken among 324 citizens of Saint-Petersburg between 17th of April 2020 and 12th of May 2020. The poll aims to identify not only the awareness and the current delivery of information from state authorities to the citizens during the implementation of “garbage reform”, but also to highlight the most suitable communication channels which can be used in this interaction process. Based on poll results the further recommendations will be proposed to develop and improve the communication strategy used by Saint-Petersburg authorities while interacting on the discussed topic which aims to increase the level of citizens’ involvement into the process of separate waste gathering.
