The historic centre of St. Petersburg as a World Cultural Heritage Site: Contemporary challenges

Abstract

Выпускная квалификационная работа представляет собой исследование, посвящённое определению эффективности взаимодействия Правительства Санкт-Петербурга и Комитета всемирного наследия ЮНЕСКО. В соответствии с поставленными задачами в ходе исследования был обобщён опыт теоретического осмысления проблемы городов как акторов мировой политики, определены возможные вызовы для мегаполисов в вопросах защиты памятников культуры и оценены перспективы борьбы с ними. Кроме того, была рассмотрена история взаимодействия Правительства Санкт-Петербурга и Комитета всемирного наследия ЮНЕСКО начиная с момента включения города в Список объектов всемирного культурного наследия. Наконец, были охарактеризованы существующие вызовы в сфере сохранности культурного наследия , с которыми сталкивается Санкт-Петербург, определена роль ЮНЕСКО в их решении, предложены прогнозы и альтернативные методы борьбы со сложившейся ситуацией. Для исследования были использованы такие источники информации, как официальные отечественные и международные документы, информационные сообщения. В результате проведённого исследования автором были сделаны следующие выводы: город может выступать независимым актором международных отношений;возможными вызовами в сфере сохранения культурного наследия для мегаполисов являются: необходимость расширения городской инфраструктуры, плохая экология, отчуждение памятников от экономики; ключевыми методами борьбы выступают приватизация памятников культуры, привлечение инвестиций; история отношений Правительства Санкт-Петербурга и Комитета всемирного наследия ЮНЕСКО переживала взлёты и падения; актуальные проблемы наследия Санкт-Петербурга - необходимость развития городской инфраструктуры, неточности в законодательстве, некачественная реставрация, экология, вандализм; их решением могли бы стать жёсткая законодательная база, поощрение инвестиций, налаживание механизмов финансирования, популяризация ценности культурного наследия среди населения города; наконец, роль ЮНЕСКО в решении проблем города можно назвать существенной, так как организация ведёт плодотворную борьбу с угрозами для наследия Санкт-Петербурга, тогда как городские власти оказываются не всегда готовыми к быстрому реагированию и результативному взаимодействию с международным сообществом, поэтому нельзя считать подобные отношения в полной мере эффективными.

The graduation qualifying work is a study dedicated to determine effectiveness of interaction between the Government of Saint-Petersburg and the UNESCO World Heritage Committee. In accordance with the set of objectives, the study summarizes the theoretical analysis experience of the problem of cities as actors of world politics, defines possible challenges in the sphere of the cultural heritage protection, which present-day megalopolises face with and evaluates the prospects of dealing with them. In addition to this, the study examines the history of the Saint-Petersburg Government and the UNESCO World Heritage Committee interaction since the moment of Saint-Petersburg including in the List of World Heritage Sites. Finally, the study characterizes the challehges in the cultural heritage protection sphere existing in Saint-Petersburg, determines the role of UNESCO in solving them and proposes the prospects and the alternative methods of dealing with the current situation. The sources of information used for this study include domestic and international official documents and date messages. On the basis of objectives the following conclusions were reached:a city can act as an independent actor in the international relations; the possible challenges for the present-day megalopolises in the protection cultural heritage sphere are the need to expand an urban infrastructure, the poor ecology, the alienation of monuments from the economy; the key methods of struggle with them are the privatization of cultural heritage monuments and the attraction of investments; the relations history of the Saint-Petersburg Government and the UNESCO World Heritage Committee experienced ebb and flow; the actual problems of Saint-Petersburg cultural heritage are the need of urban infrastructure development, the inaccuracies in the legislation, the poor-quality restoration, the ecology, the vandalism; the solution would be the strict legislative framework, the investments promotion, the establishment of financing mechanisms, the popularization of cultural heritage value among the population of the city; finally, it is necessary to mention that UNESCO plays a significant role in the protection Saint-Petersburg heritage, while the city authorities are not always ready for the resulting interaction, that is why such relations cannot be considered fully effective.
