Legal mechanisms regulating the energy diplomacy of the Nordic countries: Challenges and development prospects

Abstract

В настоящем исследовании рассматривается система правовых механизмов, регламентирующих энергетическую дипломатию пяти стран Северной Европы. Основная цель заключается в том, чтобы определить особенности и проблемы существующей системы правового регулирования. Особое внимание уделяется анализу европейского законодательства в сфере энергетики и национальным стратегиям рассматриваемых государств. В результате сравнительного анализа официальных документов, публикуемых органами власти стран Северной Европы, автор приходит к выводу, что главной особенностью правового регулирования энергетической дипломатии является эффективная инкорпорация энергетических вопросов во внешнеполитические стратегии и программы.

This research examines the legal mechanisms regulating energy diplomacy of the Nordic countries. Main characteristics and current issues of these mechanisms are identified in this paper. The special attention is paid to the analysis of the EU energy legislation and national strategies of examined states. The author models some possible scenarios of future development of legislation regulating energy diplomacy of the Nordic countries as well. The comparative analysis of official documents published by the authorities of Scandinavian states allows the author to come to conclusion that the key feature of legal mechanisms regulating energy diplomacy is successful incorporation of energy issues into foreign policy programmes such as Arctic strategies and development policy programmes.
