Japan and ASEAN partnership under unfavourable economic conditions: 1991 to present day

Abstract

Данная магистерская диссертация посвящена формированию и развитию торгово-экономических и политических связей Японии и стран-участниц АСЕАН с 1991 года. Выбор хронологических рамок исследования связан с важностью и актуальностью исследования данной проблемы именно на современном этапе. Поэтому автор в качестве нижней границы рассматриваемого периода берёт окончание «холодной войны», т.к. проследовавшие изменения в международном климате вынудили Японию пересмотреть свою позицию в меняющемся мире. Несмотря на то, что верхняя граница в названии работы не указана, ею является 2014 год. Первая глава работы посвящена развитию сотрудничества Японии со странами АСЕАН с 1991 по 1999 годы. В ней автор рассматривает основные причины политического и экономического сотрудничества Японии со странами Ассоциации и их тенденции, уделяя особое внимание инвестиционной деятельности Японии в странах АСЕАН. Также в первой главе приводится анализ влияния Азиатского финансового кризиса 1997-1998 гг. на сотрудничество этих стран. Во второй главе приведён анализ взаимодействия Японии со странами Ассоциации в сфере обеспечения безопасности и экономического сотрудничества этих стран на современном этапе. В данной главе автор подробно рассматривает основные тенденции в обеспечении безопасности в таких сферах как борьба с терроризмом, обеспечение морской безопасности и поддержание мира и стабильности в Юго-Восточной Азии. Автором было решено также уделить большое внимание инвестиционному сотрудничеству этих стран, как по линии официальной японской помощи развитию (ОПР), так и частных прямых иностранных инвестиций. Теоретико-методологическую основу исследования составили исследования ученых-экономистов, востоковедов и историков (Малетин Н.П., Костюгина Г.М., Тимонина Л.И., Лебедева И.П., Молодякова И.В., Журавлёва Е.С., Канаев Е.А.), информация, взятая с сайтов Министерства Иностранных дел Японии, Министерства Финансов Японии, Ассоциации стран Юго-Восточной Азии, официальные документы, отчеты и статистические базы, а так же фундаментальные положения и выводы, концепции и гипотезы, изложенные в аналитических статьях по данной теме. В период написания данной работы было принято участие семинаре, посвящённом истории политики стран АСЕАН в Осакском Университете, где автор проходил стажировку в 2015 году. Информация полученная в процессе участия в данном мероприятии, так же была использована в процессе написания данной работы. В данной работе была предпринята попытка выявить особенности и характерные черты развития экономических и политических отношений Японии со странами АСЕАН с 1991 по 2014 гг., а так же факторы и причины, которые на них влияют.

This master thesis is devoted to the study of the formation and development of trade and economic and political connections of Japan and ASEAN since 1991. The choice of the chronological framework of the research is related to the importance and relevance of research of this problem at the present stage. Therefore the author as the lower limit of this period takes the end of the «cold war» since the proceeded changes in the international climate have forced Japan to reconsider its position in the changing world. Despite the fact that the upper limit in the title of the work is not specified, it is 2014. The first chapter is devoted to the development of cooperation of Japan with the ASEAN countries from 1991 to 1999. The paper describes main reasons for political and economic cooperation of Japan with the countries of Association and their tendency, paying special attention to investment activity of Japan in the ASEAN countries. Also the analysis of influence of Asian financial crisis of 1997-1998 on cooperation of these countries is provided in the chapter 1. The second chapter provides an overview on cooperation of Japan with ASEAN in the field of security and economic cooperation at the present stage. In this chapter the author examines the main trends in the provision of security in areas such as counter-terrorism, maritime security and the maintenance of peace and stability in Southeast Asia. The author also paid attention to the investment cooperation of these countries, through the official Japanese development assistance (ODA) and foreign direct investment (FDI). The theoretical base of the work is made generally by economists, orientalists and historians (Maletin N. P., Kostyugina G. M., Timonina L.I., Lebedeva I.P., Molodyakov I.V., Zhuravlyova E.S., Kanayev E.A.), information taken from the the official websites of the Ministry of Foreign Affairs of Japan, the Ministry of Finance of Japan, Association of the countries of Southeast Asia, official documents, reports and statistical bases, and also fundamental provisions and conclusions, concepts and hypotheses stated in analytical articles on this subject. In addition the author took part in the seminar devoted to the history of ASEAN policy in Osaka University, where the author was an intern in 2015. Information obtained in the course of participation in this event, also was used in the process of writing this paper. In this paper author has made an attempt to reveal features and characteristic features of development of the economic and political relations of Japan with the ASEAN countries from 1991 to 2014, as well as the factors and causes that affect them.
