Transformation of Japan's "soft power" concept under the influence of digitalization

Abstract

В настоящее время одной из ключевых тенденций в международных отношениях является активное внедрение государствами цифровизации во внешнеполитический сектор. Процесс коммуникации как между государствами, так и между государством и обществом, вышел на совершенно иной уровень – взаимодействие стало намного динамичнее и быстротечнее, а осведомленность общества о внутригосударственных и международных событиях выросла. Вступление общества в эпоху глобальных коммуникаций, цифровую эпоху, ознаменовало появление новых измерений власти и источников силы в борьбе за доминирование на международной арене и оказания влияния на общество, где важным фактором воздействия стали экономический успех, технологический прогресс, идеологическая убедительность и культурная и ценностная привлекательность страны, что способствовало совершенствованию «мягкой силы» государств. В связи с особенностью исторического развития Японии концепция «мягкой силы» заняла особое место в её послевоенной внешней политике и стала одним из ключевых способов укрепления позиций на международной арене. Общемировая тенденция на цифровизацию отразилась в национальных стратегиях и программах, что привело к активному внедрению цифровых технологий в общественно-политический сектор, позволило оцифровать объекты культурно-ценностного характера и транслировать их на широкую аудиторию. В работе исследована теоретико-методологическая база по рассматриваемому вопросу: раскрываются основные понятия, связанные с темой исследования, исследованы исторический контекст и особенности формирования «мягкой силы» Японии. В практической части исследования проанализированы основополагающие документы, определяющие направление цифровизации, выявлены внутренние и внешние факторы, влияющие на изменение политики цифровизации. В ходе исследования было определено, что текущая политика цифровизации в Японии концентрирует внимание на развитии искусственного интеллекта, отмечая его ключевую роль как во внутриполитическом, так и во внешнеполитическом секторе. В связи с чем был рассмотрен текущий этап цифровой трансформации через анализ стратегий развития и внедрения технологий искусственного интеллекта, определены основные преимущества и проблемы использования данной технологии при решении внешнеполитических задач. В заключении отмечается, что трансформация «мягкой силы» под влиянием цифровизации активно продолжается, но уже на данном этапе является одним из ключевых стратегических направлений для продвижения внешнеполитических интересов государств, в перспективе способствуя достижению социально-экономических и политических целей.

Currently, one of the key trends in international relations is the intensive implementation by states of digitalization in the foreign policy sector. The process of communication both between states and between the state and society has reached a completely different level – interaction has become much more dynamic and fast-paced, and public awareness of domestic and international events has grown. The entry of society into the era of global communications, the digital age, also marked the emergence of new dimensions of power and sources of force in the struggle for dominance in the international arena and influence on society, where economic success, technological progress, ideological credibility and cultural and value attractiveness of a country became important factors of influence, which contributed to the improvement of the "soft power" of states. Due to the peculiarity of Japan's historical development, the concept of “soft power” took a special place in its post-war foreign policy and became one of the key ways to strengthen its position in the international arena. The global trend towards digitalization has been reflected in national strategies and programmes, which has led to the active integration of digital technologies into the socio-political sector, making it possible to digitize objects of cultural value and broadcast them to a wide audience. The paper investigates the theoretical and methodological basis of the issue under consideration: the key concepts related to the research topic are revealed, the historical context and peculiarities of the formation of Japan's “soft power” are studied. The practical part of the research analyzes the fundamental documents that determine the direction of digitalization, identifies internal and external factors affecting the change of digitalization policy. The research determined that the current digitalization policy in Japan focuses on the development of artificial intelligence, noting its key role in both domestic and foreign policy sectors. In this regard, the current stage of digital transformation was examined through the analysis of strategies for the development and implementation of artificial intelligence technologies, identifying the main advantages and challenges of using this technology in solving foreign policy objectives. The conclusion notes that the transformation of "soft power" under the influence of digitalization is actively continuing, but already at this stage, it is one of the key strategic directions for promoting the foreign policy interests of states, in the long term contributing to the achievement of socio-economic and political goals.
