South Korean-Japanese relations through the prism of historical and territorial disputes

Abstract

В работе рассматриваются двусторонние отношения Южной Кореи и Японии в контексте территориального и исторического споров. Оба государства заинтересованы в сотрудничестве друг с другом для сохранения своих позиций и безопасности в Азиатско-Тихоокеанском регионе, о чем они неоднократно заявляли. Однако двусторонние отношения все чаще не находят своего развития из-за возвращения к прошлому. Серьезными проблемами, которые препятствуют развитию отношений, являются территориальной спор вокруг островов Токто/Такэсима, а также конфликт вокруг «женщин для утешения» и принудительного труда во время колониального периода Кореи. Отношения обострились при прошлом южнокорейском президенте – Мун Чжэ Ине, но с приходом к власти нового президента, Юн Сок Ёля, который проводит диаметрально противоположную политику в отношении Японии, необходимо проанализировать «новый виток» в двухсторонних отношениях. Установление дружественных отношений между странами потребует значительного количества времени, поскольку разногласия носят затяжной и нестабильный характер. Динамичность споров создает необходимость в постоянном мониторинге ситуации, для выявления факторов, способных объяснить дальнейшее развитие отношений между странами.

This paper examines bilateral relations between South Korea and Japan in the context of territorial and historical disputes. Both states are interested in cooperating with each other to maintain their positions and security in the Asia-Pacific region, as they have repeatedly stated. However, bilateral relations increasingly fail to develop because of a return to the past. The territorial dispute over the Dokdo/Takeshima islands as well as the conflict over "comfort women" and forced labor during the Korean colonial period are serious problems that hamper relations. Relations have escalated under the former South Korean president, Moon Jae-in, but with the coming to power of the new president, Yoon Seok-yeol, who pursues a diametrically opposed policy towards Japan, it is necessary to analyze the "new round" in bilateral relations. Establishing amicable relations between the countries will require a considerable amount of time because the disagreements are protracted and unstable. The dynamism of the disputes creates a need for constant monitoring of the situation, in order to identify factors that can explain the further development of relations between the countries.
