The Development of a Medical Services Cluster in St. Petersburg in the Context of the COVID-19 Pandemic

Abstract

Выпускная квалификационная работа посвящена изучению кластера оказания медицинских услуг Санкт-Петербурга и его изменению в период пандемии Covid-19. В современной региональной политике кластерный подход является одним из основных инструментов теоретического обоснования принятия решений. В выпускной квалификационной работе будет рассмотрен либеральный подход к созданию кластера, целью региональной кластерной политики которого должно быть создание благоприятных условий для естественного и добровольного взаимодействия компаний (налаживание сотрудничества, реализация совместных кластерных проектов и так далее). Целью работы является обоснование существования кластера оказания медицинских услуг в Санкт-Петербурге и разработка предложений по его развитию. Результатами работы стал вывод о том, что кластер оказания медицинских услуг в Санкт-Петербурге существует. Более половины опрошенных представителей кластера считают, что кластер как минимум латентный. Кластеры способствуют как развитию конкуренции, так и взаимодействию его участников. Также кластер дает своим участникам целый ряд преимуществ, ключевыми из которых являются снижение издержек на получение факторов производства; быстрое распространение информации и инноваций; снижение риска возникновения и величины трансакционных издержек, а также имеющийся пул специализированных поставщиков и взаимодополняемость между видами деятельности участников кластера. Пандемия укрепила потенциал образования кластера в Санкт-Петербурге По итогу исследования были предоставлены рекомендации для органов государственной власти: трансформация системы здравоохранения в сфере инфекционных заболеваний, разработка единого плана мобилизации на случай будущих эпидемий, создание кадрового резерва, введение дополнительных требований при строительстве новых зданий медицинских организаций, рост объемов финансирования, направленных на профилактическую медицину и развивать телемедицинские услуги.

The final qualifying work is devoted to the study of the cluster of medical services in St. Petersburg and its changes during the Covid-19 pandemic. In modern regional policy, the cluster approach is one of the main tools for the theoretical justification of decision-making. The final qualifying work will consider a liberal approach to the creation of a cluster, the purpose of the regional cluster policy of which should be to create favorable conditions for natural and voluntary interaction of companies (establishing cooperation, implementing joint cluster projects, and so on). The purpose of the work is to substantiate the existence of a cluster of medical services in St. Petersburg and to develop proposals for its development. The results of the work were the conclusion that there is a cluster of medical services in St. Petersburg. More than half of the cluster representatives surveyed believe that the cluster is at least latent. Clusters promote both the development of competition and the interaction of its participants. The cluster also gives its participants a number of advantages, the key of which are the reduction of costs for obtaining factors of production; rapid dissemination of information and innovation; reducing the risk of occurrence and magnitude of transaction costs, as well as the existing pool of specialized suppliers and complementarity between the activities of cluster members. The pandemic has strengthened the potential of cluster formation in St. Petersburg As a result of the study, recommendations were provided for public authorities: the transformation of the healthcare system in the field of infectious diseases, the development of a unified mobilization plan in case of future epidemics, the creation of a personnel reserve, the introduction of additional requirements for the construction of new buildings of medical organizations, the growth of funding aimed at preventive medicine and the development of telemedicine services.
