The development of Accounting and Tariffication Methodology for Services of the Domestic Operator of Gazprom Neft PJSC

Abstract

Данная работа реализована в формате прикладного проекта, выполненного для ООО «Газпромнефть Информационно-Технологический оператор», которое является внутренним оператором связи в компании ПАО «Газпром нефть». Целью работы является разработка системы расчета (калькулятора) себестоимости одного из телекоммуникационных сервисов, организуемых оператором для других дочерних обществ корпорации. Актуальность работы обоснована следующим: в связи с тем, что компания была сформирована относительно недавно – в 2020 году в рамках цифровой трансформации материнской организации – система учета и тарификации ее услуг сформирована не до конца, что сказывается на расходах, а также дальнейшем ценообразовании. Необходимость доработки системы учета отмечалась менеджерами компании. Практическая польза результатов, полученных в ходе выполнения работы, заключается в формировании упорядоченной методики учета издержек, которая позволяет снизить среднюю себестоимость оказания выбранной услуги, и таким образом, сократить расходы компании-оператора.

В рамках проекта был подробно рассмотрен каталог услуг, оказываемых обществом, а также текущие учетные политики организации. Затем совместно со специалистами компании была выбрана конкретная услуга, а именно, подключение корпоративной сети передачи данных, на которой в дальнейшем сфокусировалась работа. Далее для достижения поставленной цели выбранный сервис был детально рассмотрен с технической и экономической точки зрения: были выделены основные технические компоненты и механизм учета издержек по каждой. Поскольку организацией используется затратная методика ценообразования по полным затратам, то с помощью элементов сценарного анализа и дерева событий была проанализирована полная структура себестоимости услуги и выявлены устранимые и неустранимые издержки.

На основании дерева событий, позволившего выделить наиболее затратные статьи расходов компании при оказании услуги, был предложен ряд изменений в методике их учета. При калькуляции себестоимости были применены альтернативные методы учета стоимости оборудования, которая составляла наибольшую часть себестоимости. Основой изменений стало введение двух новых ключевых драйверов затрат в виде взаимосвязанных между собой параметров – количества пользователей и скорости передачи данных. В ходе работы было выявлено, что отсутствие систематизации в учете этих характеристик ранее приводило к завышению расходов на закупку оборудования.

В результате применения альтернативных методов учета была сформирована упорядоченная модель формирования себестоимости услуги, которая упростила алгоритм расчета и позволила снизить ее средние ежемесячные значения за счет более эффективного учета стоимости оборудования. Данные изменения привели к экономии расходов компании и были одобрены курирующими специалистами для дальнейшего применения в организации.

This work was implemented in the format of an application project carried out for Gazpromneft Information Technology Operator LLC, which is an internal communications operator of Gazprom Neft PJSC. The purpose of the work is to develop an accounting system (calculator) for determining the cost of one of the telecommunications services provided for other subsidiaries of the corporation by the operator. The relevance of the work is justified by the following: since the company was formed only in 2020 - as part of the digital transformation of the parent organization – the accounting and tariffication methodology for its services is not formed completely. This affects costs, as well as further pricing. The need to refine the accounting system was noted by the company's managers. The practical benefit of the results obtained through the work is the formation of a regulated cost accounting methodology that allows to reduce the average cost of the selected service and thus reduce the expenses incurred by the operator.

The project reviewed the catalog of services provided by the company in detail, as well as the current accounting policies of the organization. Then together with the company's specialists a particular service was selected for further development within the project. The given service was the connection of the corporate data transmission network. In order to achieve this goal, the selected service was further considered from a technical and economic perspective in detail: the main technical components and the cost accounting mechanism for each of them were identified. Since the organization uses a cost-based pricing methodology - particularly it is full cost method - the structure of the full cost of the service was analyzed with the use of scenario analysis elements and an event tree. Then avoidable and unavoidable costs were identified.

The event tree made it possible to identify the costliest items among the company's expenses for providing the components of the service. Since then, several changes in the accounting methodology of the latter were proposed. Thus, alternative methods of accounting the equipment expenses were proposed as this expenditure item comprised the largest part of the cost, according to the previous analysis. The introduction of two new key cost drivers became the core change of the existing methodology. These two drivers were the number of users and the data transfer rate needed. In the course of the work, it was revealed that the lack of systematization in accounting for these characteristics previously led to an overestimation of equipment purchase costs.

As a result of implementing the alternative accounting methods, a systematized and regulated cost formation model for the service was introduced. It simplified the calculation algorithm and allowed to reduce its average monthly cost values due to more efficient accounting of the equipment cost. These changes resulted in cost savings and were approved by supervising specialists for further application in the company.
