Problems of the development of regional innovation clusters in Russia and Finland: The case of St.Petersburg and Helsinki

Abstract

В данной работе рассматриваются инновационные кластеры России и Финляндии, проблемы их развития и возможности международного сотрудничества, на примере кластеров Санкт-Петербурга и Хельсинки. Основным положением данного исследования является возможность создания российско-финского международного кластера в качестве высшей точки взаимоотношений двух стран в области кластерного развития и инноваций. В первой главе представлена история развития кластерной концепции и ее современное понимание, определение кластера, его признаки, преимущества и комплементарность с концепцией «тройной спирали», а также теоретическое обоснование интернационализации кластеров. Во второй главе рассмотрены стратегии инновационного развития Финляндии и России и положение кластеров на государственном уровне, а также основные проблемы развития кластеров в национальных масштабах. В третьей главе представлены ключевые препятствия и возможности развития конкретных кластеров: IT кластера Санкт-Петербурга и ICT кластера Хельсинки. Также обоснована возможность трансграничного сотрудничества данных кластеров на основе существующего опыта и представлены три направления и три сценария развития их взаимодействия. В заключении работы представлен вывод о возможности развития международного сотрудничества рассматриваемых кластеров по предложенным сценариям.

This paper discusses the innovation clusters of Russia and Finland, the problems of their development and opportunities for international cooperation by the case of Saint-Petersburg and Helsinki clusters. The main thesis of this study is the possibility of creating a Russian-Finnish international cluster as the highest point of relations between the two countries in the field of cluster development and innovation. The first chapter presents the history of the cluster concept and its modern understanding, the definition of a cluster, its features, advantages and complementarity with the "triple helix" concept, as well as the theoretical basis of internationalization of clusters. The second chapter describes the strategies of innovative development in Russia and Finland, and the position of clusters at the national level, as well as the main problems of their development on a national scale. The third chapter presents the key obstacles and opportunities for the development of specific clusters: IT cluster of Saint-Petersburg and Helsinki ICT cluster. It also demonstrates the possibility of cross-border cooperation of these clusters based on existing experience and presents three directions and three scenarios for the development of their collaboration. In the end, the work represents a conclusion about the possibility of the development of international cooperation these clusters on the proposed scenarios.
