Regulatory impact assessment of the rules for determining the supplier in the public procurement contests

Abstract

Данная работа посвящена оценке регулирующего воздействия правил определения поставщика государственного заказа. В частности, в работе анализируются такие показатели, как размер снижения цены контракта и конкурентность торгов в условиях действия правил оценки предложения поставщика, а также раскрываются основные стратегии поведения участников размещения заказа. Также в работе выявляются основные условия, при выполнении регулятором и заказчиком которых, использование тех или иных правил начисления баллов может быть эффективно.

This work is dedicated to the Regulatory Impact Assessment of the rules for determining the supplier in the public procurement contests. In particular, factors such as the price reduction and level of competition in the contests were analyzed under the certain scoring rules, and the basic strategy of the suppliers’ behavior was revealed. Moreover, the main conditions for effective application of scoring rules in public procurement contests were defined in the work.
