The problem of NATO expansion in the post-Soviet area in the foreign policy of the Trump administration

Abstract

Актуальность данного исследования определяется необходимостью изучения процессов распространения американского политического влияния на территории бывшего Советского Союза на современном этапе. Соединенные Штаты Америки активно используют свой авторитет для продвижения национальных интересов. Область полномочий организации Североатлантического договора проходит вблизи границ геополитического влияния Российской Федерации. Исследование стратегии Североатлантического альянса при администрации Д. Трампа позволит спрогнозировать варианты развития международной обстановки в ближайшей и долгосрочной перспективе. Целью работы является выявление особенностей внешнеполитического курса администрации Д. Трампа по вопросу расширения НАТО на постсоветском пространстве. На современном этапе НАТО рассматривается прежде всего как трансатлантический форум по самым широким вопросам, а не как военная организация, как это было 20 лет назад. На это указывают лидеры организации, утверждая, что Североатлантический договор преследует мирные цели. В действительности, альянс все же остается военно-политической структурой, акцентирующей внимание на своих невоенных аспектах деятельности. В силах НАТО улучшить отношение населения постсоветских стран к Североатлантическому альянсу и создать почву для реализации важных взаимовыгодных проектов, что впоследствии ускорит процесс интеграции новых государств в организацию. Вопрос о вступлении Грузии и Украины в НАТО на момент действующей администрации Д. Трампа остается открытым. Для его решения продолжают функционировать различные программы партнерства этих стран с альянсом.

The relevance of this study is determined by the need to study the processes of the spread of American political influence in the territory of the former Soviet Union at the present stage. The United States of America is actively using its authority to advance national interests. The area of authority of the North Atlantic Treaty Organization passes near the borders of the geopolitical influence of the Russian Federation. The study of the North Atlantic Alliance strategy under the administration of D. Trump will allow us to predict options for the development of the international situation in the near and long term. The aim of the work is to identify the features of the foreign policy of the D. Trump administration on the issue of NATO expansion in the post-Soviet space. At the present stage, NATO is seen primarily as a transatlantic forum on the broadest issues, and not as a military organization, as it was 20 years ago. This is indicated by the leaders of the organization, arguing that the North Atlantic Treaty pursues peaceful goals. In reality, the Alliance still remains a military-political structure, focusing on its non-military aspects of activity. NATO is able to improve the relation of the population of post-Soviet countries with the North Atlantic Alliance and create the ground for the implementation of important mutually beneficial projects, which will subsequently accelerate the process of integration of new states into the organization. The question of the integration of Georgia and Ukraine into NATO at the time of the current administration of D. Trump remains open. For its solution, various partnership programs of these countries with the alliance continue to function.
