The cooperation between Russia and UNESCO in the protection of World Cultural and Natural Heritage sites

Abstract

Выпускная квалификационная работа посвящена сотрудничеству Российской Федерации и ЮНЕСКО в сфере охраны Всемирного культурного и природного наследия. После анализа нормативно-правовых основ сотрудничества, деятельности институтов, ответственных за охрану культурных и природных ценностей и развитие сотрудничества в этой сфере, процесса реализации совместных проектов и осуществления на территории Российской Федерации государственных программ по сохранению культурных и природных ценностей, автором дается оценка взаимодействию России и ЮНЕСКО в сфере охраны памятников культурного и природного наследия. История взаимодействия России с ЮНЕСКО по охране объектов Всемирного культурного и природного наследия подтверждает эффективность и перспективность этого сотрудничества. Оно имеет прочную основу в виде нормативно-правовой базы, устоявшихся институтов, способствующих развитию диалога. Не исчерпан и потенциал в развитии уже существующих и новых форм сотрудничества, что является важным условием для преодоления присутствующих проблем и переходу к новому этапу активного взаимодействия.

The research focuses on the cooperation between the Russian Federation and UNESCO in the protection of the World Cultural and Natural Heritage sites. After analyzing a legal framework of the cooperation, the activities of institutions responsible for the protection of cultural and natural sites and for the development of cooperation in this area, the implementation of joint projects and state programs on the preservation of the World Heritage sites in the Russian Federation, the author assesses the interaction between Russia and UNESCO in the field of protection of the World Cultural and Natural Heritage. The history of Russia's interaction with UNESCO in this area confirms the effectiveness and prospects of this cooperation. It has a solid foundation in the form of the legal framework and well-established institutions that promote dialogue. There is potential for the development of new forms of cooperation, which is an important condition for overcoming the existing problems and moving to a new stage of active interaction.
