Preserving cultural heritage: a tool of the cultural diplomacy of the Russian Federation

Abstract

Выпускная квалификационная работа посвящена актуальной для современной системы международных отношений теме - культурной дипломатии. Целью исследования является оценка потенциала сохранения культурного наследия как инструмента культурной дипломатии Российской Федерации. В работе рассмотрены теоретические и правовые аспекты культурной дипломатии, проведен анализ нормативно-правовой базы внешней культурной политики Российской Федерации, а также изучено современное состояние институтов культурной дипломатии государства. Также автором исследования был проведен SWOT-анализ для освещения перспектив дальнейшего развития институтов культурной дипломатии России. В выпускной квалификационной работе аргументируется тезис автора о важности и потенциале сохранения культурного наследия для выстраивания позитивного образа Российской Федерации на мировой арене. Научная новизна настоящего исследования заключается в анализе феномена дипломатии культурного наследия (heritage diplomacy), который по причине своей новизны пока не был комплексно исследован русскоязычным научным сообществом. Особую важность представляет не только сам феномен дипломатии культурного наследия, но и тот потенциал, которым располагает инструментарий дипломатии культурного наследия для выстраивания положительного образа государства в современной системе международных отношений.

The Master's thesis dwells on the cultural diplomacy that is considered to be a relevant issue for the modern system of international relations. The purpose of the study is to assess the capacity of preservation of cultural heritage as an instrument of cultural diplomacy of the Russian Federation. The paper considers theoretical and legal aspects of cultural diplomacy, analyzes the regulatory framework of the foreign cultural policy of the Russian Federation and scrutinizes the current situation within Russian cultural diplomacy institutions. The study also includes the SWOT analysis conducted by the author that is meant to represent the prospects for the future development of cultural diplomacy institutions of the Russian Federation. The Master's final paper delivers the author's thesis on the importance and capacity of preservation of the cultural heritage for the aim of construction of a positive image of the Russian Federation worldwide. The academic novelty of the study lies in the analysis of the phenomenon of heritage diplomacy that due to its innovative nature has not been studied comprehensively by the representatives of the Russian academic community. The significant value is provided not only by the phenomenon of heritage diplomacy but also by the capacity that the tools of heritage diplomacy accumulate for building a positive image of the state in the perception of the actors of international community.
