The resilience of European social and political institutions at the national and supranational levels in the post-truth era

Abstract

В рамках данной работы были рассмотрены теоретические предпосылки концепции постправды и условия среды, способствующие её появлению. Ключевым аспектом анализа выступила «стрессоустойчивость» как инструмент стратегического мышления ЕС, позволяющего выстроить политику по отношению к угрозам системы (таким как фейковые новости, дезинформация и риторика ненависти). Применение концептуальных рамок стрессоустойчивого подхода к постправде было продемонстрировано на двух примерах, дающих представление о проблеме во множестве плоскостей: дискурсивной, нормативно-правовой и событийной. Первым из них послужили выборы в Европейский парламент 2019 г. как пример на наднациональном уровне, вторым - выборы в немецкий Бундестаг 2017 г. и последовавшие за ними события как пример из национальной практики страны-члена ЕС.

This work represents an analysis of the theoretical assumption and general conditions that have led to the appearance of post-truth. The key aspect of this research is “resilience” as an instrument of the EU's strategic thinking, which allows us to build up a firm policy in relation to systemic threats (such as fake news, disinformation and hate speech). The application of the conceptual framework of resilience theory to post-truth was demonstrated in two examples representing the problem in various ways (discourse, regulations, and developments). The first of these examples was the European Parliament elections of 2019 as an example at the supranational level. The second one was the elections to the German Bundestag in 2017 (as well as the events that followed them) as an example from the national practice of an EU member state.
