The French and English languages in the language policies of France as illustrated by the 1997–2015 reports of the General Delegation on the French Language and Languages of France

Abstract

Языковая политика Франции на протяжении долгого времени была сосредоточена на придании французскому языку статуса основного и государственного языка в стране, в XVIII веке он был также доминирующим международным языком, однако после Революции 1789 года начал утрачивать эти позиции в мире в пользу английского, масштабная гегемония которого устанавливается в XX веке. С тех пор языковая политика Франции вращается вокруг двух ключевых понятий – это французский и английский языки. В последние годы наметился отход от традиционной политики защиты и распространения французского языка, связанный с принятием роли английского языка как международного, давлением Европейского союза и ростом голосов защитников региональных языков внутри страны. Данная работа изучает тенденции изменения языковой политики Франции в отношении этих ключевых понятий, используя инновационную программу для лингвистического анализа T-Lab и корреляционные методы математической статистики. Результаты исследования указывают, что основные изменения и стабилизация отношения к ключевым понятиям во французской языковой политике произошли между 2007 и 2010 гг., что, вероятно, связано с политикой президента Николя Саркози. Объектом исследования послужили доклады об использовании французского языка, выпускаемые Главной делегацией по французскому языку и языкам Франции во исполнение закона Тубона, за 1997-2015 гг.

The language policies of France have long since been concentrated on establishing the French language as the main and official language of the country. It being the dominating international language of the 17th century, after the Revolution of 1789 French gradually started losing this status in favour of English, whose omnipresent hegemony was set up in the 20th century. Since then the language policies of France has been hinging upon two key notions which are the French and English languages. Recently, a deviation from the traditional policy of protection and spreading of the French language can be outlined, which is due to admitting the international role of English, the pressure of the European Union and the expansion of regional languages champions inside the country. . The present study examines the revision tendencies of the French language policies concerning these key notions using an innovative software tool for linguistic analysis, T-Lab, and the correlational methods of mathematical statistics. The research results indicate that the main changes and a stabilization of the attitude towards the key notions are observed between 2007 and 2010, which is presumably related to Nicolas Sarkozy’s presidency. The 1997-2015 Report to Parliament on the use of the French language published by the General Delegation for the French language and the languages of France according to the Article 22 of the Toubon law have been used as the object of the present study.
