The transformation of the territorial electoral structure of Ukraine in 2014-2019

Abstract

В данной работе изучается трансформация электорально-географической структуры Украины на основе данных о двух президентских и двух парламентских избирательных кампаний, проведённых в 2014 и 2019 гг. Выявлены основные тенденции в изменении электорально-географической структуре Украины за последний электоральный цикл. Основой подход к исследованию базируется на модели расколов Липсета-Роккана. Параметры электорально-географической структуры рассчитаны на основе коэффициента пограничной дифференциации, регионального индекса, коэффициентов неоднородности, перераспределения, суммарного нормированного сдвига, вариации, метода «сдвиг-доля». Изучены особенности территориальной организации избирательной системы Украины. Трансформация электорально-географической структуры проанализирована на различных пространственных уровнях. Выделены основные факторы, повлиявшие на изменения в электорально-географической структуре Украины, и степень их влияния. Выявлены различия в темпах трансформации электорально-географической структуры на национальном и региональном уровнях, а также наличие взаимозависимости в политической однородности субрегионов Украины. Определено, что основной вклад в трансформацию электорально-географической структуры вносят национальные факторы, а локальные наиболее высоки в отдельных регионах. Сделан вывод, что электорально-географическая структура, сложившаяся в период до 2014-2019 гг. будет восстанавливаться.

This paper examines the transformation of Ukraine's territorial electoral structure based on data on two presidential and two parliamentary election campaigns held in 2014 and 2019. The main trends in the transformations in the territorial electoral structure of Ukraine during the last electoral cycle have been revealed. The basis of the approach to the study is based on the Lipset-Rokkan's model. The parameters of the territorial electoral structure are based on the border differentiation factor, regional index, heterogeneity rates, redistribution, total normalized shift, variation, method of «shift-share». The peculiarities of the territorial organization of the electoral system of Ukraine have been studied. The transformation of the territorial electoral structure is analyzed at different spatial levels. The main factors that influenced the changes in the territorial electoral structure of Ukraine and the extent of their influence were highlighted. Differences in the pace of transformation of the territorial electoral structure at the national and regional levels, as well as the existence of interdependence in the political homogeneity of the subregions of Ukraine, have been revealed. It has been determined that national factors make the main contribution to the transformation of the territorial electoral structure, and local ones are the mosthigh in individual regions. It is concluded that the territorial electoral structure, which developed in the period up to 2014-2019, will be restored.
