Legal problems of subsidies to producers of goods, works and services (the case of St Petersburg)

Abstract

В данной выпускной квалификационной работе исследуются правовые отношения, связанные с использованием механизма субсидирования коммерческих организаций в порядке статьи 78 Бюджетного Кодекса Российской Федерации на примере субъекта Российской Федерации – Санкт-Петербурга; подвергается анализу судебная, правоприменительная практика с целью выявления проблем, возникающих при определении условий и порядка предоставления субсидий, при осуществлении контроля за целевым использованием бюджетных средств.

This graduate qualification work explores the legal relations associated with the use of the subsidy mechanism of commercial organizations in accordance with Art. 78 of the Budget Code of the Russian Federation on the example of St. Petersburg. The court and law enforcement practice are analyzed to identify the main problems faced by the arising from the determination of conditions and the procedure for granting subsidies, while exercising control over the targeted use of budgetary funds.
