Актуальность настоящего исследования обусловлена интегрирующей ролью международных документов (договоров и конвенций), посвященных вопросам защиты детей, а также возможностью создания наиболее тесных и мирных партнерских отношений между государствами. Объект исследования: процесс обеспечения прав ребенка в условиях современной системы международных отношений. Предмет исследования: правовые и политические аспекты функционирования системы обеспечения прав ребенка. Цель данной работы: выявление факторов и закономерностей, определяющих актуальное состояние международной системы обеспечения прав ребенка на примере сирийского военного конфликта. Для реализации поставленной цели необходимо решить ряд следующих задач: 1. проанализировать нормативно-правовую базу по проблеме защиты детей в условиях мировой политики, в том числе в рамках военных конфликтов; 2. определить основные типы и формы нарушения прав ребенка; 3. изучить деятельность ключевых международных правительственных и неправительственных международных организаций в области защиты прав детей; 4. проанализировать эффективность применения имеющихся механизмов обеспечения прав ребенка, в том числе на примере сирийского военного конфликта. Методы исследования: общенаучные методы, такие как синтез, анализ, сравнение и обобщение, а также специально-научные методы политической науки, такие как компаративный метод, исторический метод, ситуативный, системный и институциональный методы. Теоретической базой настоящего исследования стали научные труды о праве ребенка на защиту А. Р. Бахмана, Е. В. Бернштейн и Т. В. Ивлевой, работы С. В. Проценко, анализирующие развитие норм об уголовной ответственности за невыполнение обязанности по воспитанию детей, исследования эффективности функционирования Конвенции ООН Э. Г. Элексанян, Г. Р. Аблеевой, Т. В. Соловьевой, а также исследования, касающиеся непосредственно Сирийского вопроса. Ими стали труды С. М. Иванова, рассматривающие историю становления военного конфликта в Сирии, а также работа Э. А. Шмитт о позициях России в Сирии. Правовое положение отдельных категорий населения, в частности детей, и вопросы, касающиеся защиты и реализации их прав в период военных действий вызывают непроходящий интерес ученых в области международного права к данной проблематике. Изучением и разработкой указанной темы среди отечественных ученых занимались С. В. Бахин, И. П. Блищенко, А. Г. Волеводз, С. В. Поленина и другие. Эмпирической базой настоящего исследования стали международно-правовые документы о правах человека: Всеобщая декларация прав человека, договоры, касающиеся непосредственно прав ребенка: Декларация прав ребенка, Европейская конвенция о правах детей, Женевская декларация прав ребенка, Конвенция ООН о правах ребенка и иные международно-правовые документы. Кроме того, к эмпирической базе настоящего исследования относятся данные этимологических словарей. Теоретическая значимость исследования состоит в том, что в рамках работы проанализирована проблема защиты прав детей в условиях современной системы международных отношений. Хронологические рамки исследования: начало XX века (1914 год) – настоящее время (2018 год). Структура работы включает в себя введение, три главы, заключение, список использованной литературы и приложения. Первая глава представляет собой обзор теоретических аспектов проблем защиты прав ребенка. Вторая глава посвящена институциональной организации защиты прав ребенка посредством анализа роли международных правительственных и неправительственных организаций в процессе регулирования данной сферы. Третья глава посвящена анализу сирийского конфликта через призму гуманитарного кризиса, а также проблеме обеспечения прав детей в данном регионе. В заключении подводятся полученные итоги и формулируются основные выводы.

The relevance of this study is due to the integrating role of international instruments (treaties and conventions) devoted to the protection of children, as well as the possibility of creating the closest and peaceful partnership between states. The subject of the study: the process of ensuring the rights of the child in the modern system of international relations. The subject of the study: legal and political aspects of the functioning of the system for ensuring the rights of the child. The purpose of this work: the identification of factors and patterns that determine the current state of the international system for ensuring the rights of the child on the example of the Syrian military conflict. To achieve this goal, it is necessary to solve a number of the following tasks: 1. To analyze the legal framework on the issue of child protection in the context of world politics, including in the context of military conflicts; 2. identify the main types and forms of violation of the rights of the child; 3. To study the activities of key international governmental and non-governmental international organizations in the field of the protection of children's rights; 4. To analyze the effectiveness of the application of existing mechanisms for ensuring the rights of the child, including the example of the Syrian military conflict. Research methods: general scientific methods, such as synthesis, analysis, comparison and generalization, as well as specially-scientific methods of political science, such as comparative method, historical method, situational, systemic and institutional methods. The theoretical basis of this research were scientific works on children's right to protection AR Bachman, E. Bernstein and T. Ivleva, working S. Protsenko, analyzing the development of the rules of criminal liability for failure to comply with child-rearing responsibilities, studies of the effectiveness of the functioning of the UN Convention by E. G. Eleksanyan, G. R. Ableeva, T. V. Solovyova, as well as studies relating directly to the Syrian question. They were the works of SM Ivanov, examining the history of the formation of the military conflict in Syria, as well as the work of E. A. Schmitt about the positions of Russia in Syria. The legal status of certain categories of the population, in particular children, and issues relating to the protection and realization of their rights during the period of military operations evoke the continuing interest of scholars in the field of international law in this area. The study and development of this topic among domestic scientists engaged in SVBakhin, IPBlishchenko, AGVolevodz, SV Polenina and others. The empirical basis of this study were international instruments on human rights: the Universal Declaration of Human Rights, treaties relating directly to children's rights: the Declaration of Rights of the Child, the European Convention on Children's Rights, Declaration of the Rights of the Child, the UN Convention on the Rights of the Child and other international legal documentation. In addition, the empirical basis of this study includes data from etymological dictionaries. Theoretical significance of the research is that the problem of protection of children's rights in the context of the modern system of international relations is analyzed. Chronological framework of research: the beginning of the XX century (1914) - the present (2018). The structure of the work includes an introduction, three chapters, a conclusion, a list of references and applications. The first chapter is a review of the theoretical aspects of the problems of protecting the rights of the child. The second chapter is devoted to the institutional organization of the protection of the rights of the child by analyzing the role of international governmental and non-governmental organizations in the process of regulating this sphere. The third chapter is devoted to the analysis of the Syrian conflict through the prism of the humanitarian crisis, as well as the problem of ensuring the rights of children in the region. In conclusion, the results are summarized and the main conclusions are formulated.
