The problem of international terrorism in the social and political discourse of the Federal Republic of Germany in 2001-2017

Abstract

Работа посвящена выявлению специфики позиционирования и функционирования политических фондов в системе внешней политики ФРГ. Был проведено исследование внешней политики ФРГ с момента прихода к власти право-центристского правительства А. Меркель и до настоящего времени, выполнен сравнительный анализ институциональной структуры МИД ФРГ и немецких политических фондов на основе концептуальных документов, уставов и законодательных актов, изучены нормативно-правовые рамки функционирования политических фондов ФРГ и рассмотрены ключевые особенности и динамика реализации проектов Фонда Конрада Аденауэра до и после начала украинского конфликта. В ходе исследования были выявлены приоритетные направления деятельности фонда на территории России и Украины, а также отражены проблемы, с которыми они сталкивались, как например «Закон об иностранных агентах» на территории РФ или критика в правоцентристской направленности деятельности фонда на территории Украины.

The work is devoted to the identification of the specifics of the positioning and functioning of political funds in the FRG foreign policy system. A study of Germany's foreign policy since the rise of the right-centrist government of A. Merkel up to now has been conducted, a comparative analysis of the institutional structure of the German Foreign Ministry and German political foundations has been carried out on the basis of conceptual documents, statutes and legislative acts, the regulatory and legal framework for functioning political funds of Germany and the key features and dynamics of the implementation of the projects of the Konrad Adenauer Foundation before and after the beginning of the Ukrainian conflict were examined. The study identified the priority areas of the foundation's activities in Russia and the Ukraine, and also reflected the problems they faced, such as the Law on Foreign Agents implementation in Russian Federation or criticism of the right-centric focus of the fund's activities on the territory of Ukraine.
