Strategic and spatial planning in municipal government based on the big data analysis

Abstract

В работе рассматриваются понятия стратегического и территориального планирования и их связь с городским управлением. Актуальность данного исследования обусловлена необходимостью оптимизации управления развитием городов на основе данных в социальных сетях, что, в свою очередь, влечет за собой использование в управленческой практике новых методов организации деятельности госструктур в условиях растущей непредсказуемости и сложности внешней среды, а также тем, что в современном мире в передовых городах активно внедряются технологии использования больших данных. Автором рассматриваются политологические теории нового государственного менеджмента и governance и выявляется их связь с большими данными. Отдельное внимание уделяется концепции "умного города". Также анализируются места притяжения людей в Красногвардейском районе и на основании этого даются рекомендации по модернизации системы стратегического планирования.

The paper deals with the concepts of strategic and territorial planning and their relationship with city government. The relevance of this study is due to the need to optimize the management of urban development based on data in social networks, which in turn entails the use in management practice of new methods of organizing the activities of state structures in the face of growing unpredictability and complexity of the external environment, and also in the fact that in modern The world in the advanced cities are actively introducing technologies for the use of large data. The author considers political science theories of new state management and governance and reveals their connection with large data. Particular attention is paid to the concept of "smart city". The places of attraction of people in the Krasnogvardeisky district are also analyzed and, on the basis of this, recommendations for the modernization of the strategic planning system are given.
