Ключевые слова: информационное сопровождение, мягкая сила, образ, СМИ Актуальность Историю международных отношений можно понимать, как историю борьбы за господство. Чтобы иметь превосходство в этой борьбе нужно обладать силой. С незапамятных времён и практически на всём протяжении истории разные страны пытались завоевать чужие территории и поработить другие народы, распространяя своё влияние повсеместно. После установления главенства международного права физическая интервенция на другие территории не приветствуется, но важности такого влияния никто не отменял. Следовательно, решено было действовать через мягкую силу, которая базируется на культуре, духовных ценностях и т.д. Иными словами, произошёл переход от прямой интервенции к опосредованной, то есть установлению контроля за образом мысли и духовными приоритетами отдельно взятой нации. Понимая важность «мягкой силы», мировые державы прилагают все больше усилий для её разработки и распространения. Республика Корея также занимается информационным сопровождением политики «мягкой силы» на международной арене. По мнению специалистов, республика Корея является одним из двух государств, где разработанные наилучшие программы информационной политики.

Научная новизна Новизна этой работы связана с недостаточной изученностью заявленной темы, с результатами, полученными по итогам проведенного исследования, а также с авторскими предложениями и рекомендациями.

Целью исследования является. анализ информационного сопровождения политики «мягкой силы» Республики Корея. В соответствии с поставленной целью можно выделить основные задачи: 1) определить сущность «мягкой силы» и возможности её применения на современном этапе для реализации государственных интересов. 2) Описать информационное и коммуникационное сопровождение политики «мягкой силы»; 3) Выявить каналы и инструменты информационного сопровождения политики «мягкой силы» 4) Представить политику «мягкой силы», проводимую Республикой Корея, и определить её основные методы и возможности. 5) дать оценку информационному сопровождению и разработать рекомендации. В качестве объекта исследования -технологии «мягкой силы» во внешней политике государства. Предметом исследования является информационное сопровождение политики мягкой силы Республики Корея.

Методы исследования в данной работе: анализа документов, мониторинг, сравнения, классификации и т.д. Структура работы включает в себя введение, две главы, заключение, литературы. Положения, выносимые на защиту: 1.На сегодняшний день концепция «мягкой силы» является одним из наиболее эффективных инструментов расширения влияния государства на международной арене. Эта политика осуществляется путем добровольного подчинения других субъектов себе через транслирование информации о своей культуре, образе жизни, идеологии и институтах. Для успешной реализации политики «мягкой силы» важно выбирать подходящие средства передачи сообщения выбранной целевой аудитории. 2.Как многие другие страны, государство Республика Корея также делает акцент на «мягкой силе». У Республике Корея есть свои специальные ресурсы и know-how для проведения политики «мягкой силы», которые отличаются от других и это является её большим преимуществом. 3. Республика Корея в общем достаточно успешно проводит политику «мягкой силы» благодаря эффективному сотрудничеству государства и неправительственных структур. Но по мониторингу российских СМИ в России информационное сопровождение политики «мягкой силы» Республики Корея проводится слабо относительно других стран и его нужно укрепить.

Keywords: informational support, soft power, the state’s image, mass media The relevancy of this thesis. The history of international relations can be regarded as a struggle for supremacy. Therefore, in order to predominate in this competition one needs power. From the dim and distant past and throughout almost all the history diverse countries did their utmost to conquer foreign territories and to subjugate other countries’ peoples, expanding their influence as far as the eye could reach. After having established supremacy of the international law, a force-based intervention into other territories is not applauded, though the significance of such influence still remains at present. Hence, it was decided to act involving the “soft power’ based on the culture, spiritual values, etc. In other words, a transition from an immediate interference to an indirect one took place, that is taking control over some nation’s mind-sets and spiritual priorities. Taking importance of the “soft power’ into account, world powers go to increasingly more extreme lengths to elaborate and diffuse it. The Republic of Korea is engaged into the activities related to the information support of the “soft power” policy as well in the international arena. In the experts’ views, the Republic of Korea is one of the two states, whose information policy programs have been implemented in the easily best possible way. Scientific novelty The novelty of this paper is inextricably linked with the fact that the declared subject is poorly studied, with the ultimate outcome achieved as a result of the conducted research. It also stems from the ideas and recommendations, put forward by the author. The paper’s objective to achieve is the analysis of information support of the "soft power" policy of the Republic of Korea. In order to achieve the objective of the research, the tasks were put as follows: 1) to disclose the essence of the “soft power” policy and the opportunities of tapping into it in this day and age with a view to implementing state’s interests; 2) to make a review of the information and communication support of the "soft power" policy; 3) to reveal the ways and tools of the information support of the "soft power" policy 4) to examine "soft power" policy, pursued by the Republic of Korea, and to detect its key means and opportunities; 5) to evaluate the information support and provide a range of recommendations. Object of this research are the “soft power” policy technologies in the state’s foreign policy. Subject of the research is the information support of the "soft power" policy of the Republic of Korea. The theoretical basis for the research is composed of the literature, studying (J. Nye, Lazutina I.B, Leonoba O, Ryu Chajchi, Mihnevich C.B, Saharov A.G etc) and of the literature concerning the diplomacy of (Moshnak P.A, Young Sam Ma, Zinovieva .E etc), of the literature associated with the investigation of information support of (Chazov C.A, Yadrishnikov E.B etc.) The empirical basis comprises the documents and internet-sites of states institutions as the Rupublic of Korea's Ministry of Foreign Affairs, Korea's culture and Tourism institute etc., the mass-media "Izvestiya", Russian newspaper, New newspaper (the first quarter of 2015) Research methods in this study: document analysis, monitoring, comparing, classifying, etc. The paper comprises introduction, two chapters, six paragraphs, the conclusion and the list of the sources used in the course of research.

The propositions for the thesis defense: 1. In this day and age the "soft power" notion is one of the most productive tools of the state’s influence expansion on the global scale. That policy is conducted via a voluntary submission of other subjects through conveying information regarding the state’s culture, lifestyle, ideology and institutions. A successful implementation of the "soft power" policy, more often than not, results from the correct opting for the appropriate conveyance of messages to the chosen target audience; 2. As well as a multitude of other countries, the Republic of Korea places an emphasis on the "soft power". The said state has its special resources and know-how means at its disposal, geared to carry out "soft power" policy, which are in stark contrast to the other countries’ ones and are Korea’s distinct advantage. 3. The Republic of Korea succeeds, by and large, in the "soft power" policy implementation, which is indicative of a productive collaboration of the states and non-governmental institutions. Nevertheless, according to the monitoring survey of the Russian mass-media the information support of the "soft power" policy of the Republic of Korea in Russia is carried out in an inefficient way as compared to the other countries and it needs reinforcing.
