The interaction of public authorities and business in the process of developing and implementing the state customs policy in the Russian Federation

Abstract

Данная работа посвящена исследованию таможенной и публичной политики. Цель работы – выяснить, является ли таможенная политика частью публичной политики. Для этого было введено понятие «таможенная публичная политика». Таможенная публичная политика - система относительно гласных акций и мероприятий, представляющих собой взаимодействие акторов публичной политики, направленное на согласование и реализацию их интересов в таможенной сфере, с целью реализации эффективной внутренней и внешнеэкономической деятельности, совершенствования таможенного законодательства и таможенной политики в целом. Для достижения цели будет проведено собственное эмпирическое исследование.

This paper deals with the research of customs and public policies. The goal is to find out whether customs policy is a part of public policy. For this case, the term "customs public policy" has been coined. Customs public policy is a system of relatively public acts and events that are a cooperation of public policy's actors, focused on coordination and realization of their interests in custom field, with the aim of realization of effective domestic and international economic activities, development of customs legislation and customs policy in general. In the furtherance of the goal, a personal empirical study will be carried out.
