Management of the Development of the Municipal Transport Infrastructure: the Case of Peterhof City

Abstract

В данной работе, управление развитием транспорта рассматривается как ключевой фактор в создании комфортной городской среды. Качество транспортной инфраструктуры, обеспечивающей потребности всех участников движения – один из ключевых факторов устойчивого развития любого муниципалитета. Пример Петергофа как, удалённого от центра и имеющего специфическое географическое положение, района Санкт-Петербурга позволяет подробно и всесторонне рассмотреть проблемы транспортных систем муниципальных образований. В работе используется теория градостроительства, работы по урбанистике, теория Вучика В., теория транспортных процессов и систем. В работе рассматривается роль транспорта в жизни городов, его влияние на городскую среду, приводятся основные проблемы стоящие на пути успешного развития городских транспортных систем, анализируется отечественный и международный опыт в этой сфере. Проведён опрос жителей Петергофа о степени удовлетворённости качеством транспортной инфраструктуры, проведены интервью с экспертами и стейкхолдерами в области развития транспорта Петергофа, оценена транспортная мобильность и пешеходная доступность на территории муниципалитета. В результате были выявлены основные проблемы, стоящие на пути развития транспорта в г. Петергоф и разработаны рекомендации для муниципальных и региональных властей, по улучшению состояния транспортной инфраструктуры Петергофа. Исследование может быть использовано для разработки проектов по развитию конкретных участков транспортной инфраструктуры города и для развития систем общественного транспорта, соединяющего Петергоф с другими районами Санкт-Петербурга.

In this study, transport development management is considered as a key factor in creating a comfortable urban environment. The quality of the transport infrastracture that meets the needs of all traffic participants is one of the key factors for the sustainable development of any municipality. The example of Peterhof as a district of St. Petersburg remote from the center and having a specific geographical location allows us to consider in detail and comprehensively the problems of transport systems of municipalities. The work uses the theory of urban planning, works on urban studies, the theory of Vukan R. Vuchic, the theory of transport processes and systems. The paper discusses the role of transport in the life of cities, its impact on the urban environment, presents the main problems that stand in the way of the successful development of urban transport systems, analyzes domestic and international experience in this area. A survey of Peterhof residents was conducted on the degree of satisfaction with the quality of transport infrastructure, interviews were conducted with experts and stakeholders in the field of Peterhof transport development, transport mobility and pedestrian accessibility in the territory of the municipality were assessed. As a result, the main problems that stand in the way of the development of transport in Peterhof were identified and recommendations were developed for municipal and regional authorities to improve the state of Peterhof's transport infrastructure. The study can be used to develop projects for the development of specific sections of the city's transport infrastructure and for the development of public transport systems connecting Peterhof with other areas of St. Petersburg.
