Building a Rating of Universities of the Russian Federation Based on the Assessment of the Effectiveness of their Activities in Accordance with the Standards of Universities of the 2nd and 3rd Generations

Abstract

Выпускная квалификационная работа состоит из введения, трех глав основной части, списка литературы и приложения. Во введении обоснована актуальность исследования измерения эффективности в связи с внешними изменениями на рынке высшего образования. В теоретической главе представлены предпосылки становления новой образовательной модели университета, обозначены ключевые методы оценки эффективности ВУЗов, рассмотрена теория поколений в контексте измерения эффективности деятельности высших учебных заведений и приведены соответствующие выводы. Во второй главе (описание методологии исследования) описаны базовые понятия методики DEA (Data Envelopment Analysis) как основы эмпирического исследования и представлены существующие исследования использования этого метода для оценки эффективности деятельности ВУЗов России. В третьей практической главе представлена информация об источнике данных, о структуре данных, об анализируемых переменных, квалифицированных по ресурсам и результатам, а также результаты построенных оценок эффективности, сгруппированных по поколениям университетов. Кроме того, в заключительной части представлена аналитика по существующим рейтинговым системам университетов России, классифицируемая по поколениям. В заключении представлены основные выводы, полученные в результате проведенного эмпирического исследования.

The final qualifying work consists of an introduction, three chapters of the main part, a list of references and an appendix. The introduction substantiates the relevance of the study of performance measurement in connection with external changes in the higher education market. The theoretical chapter presents the prerequisites for the formation of a new educational model of the university, identifies key methods for evaluating the effectiveness of universities, examines the theory of generations in the context of measuring the effectiveness of higher education institutions and provides relevant conclusions. The second chapter (description of the research methodology) describes the basic concepts of the DEA (Data Envelope Analysis) methodology as the basis of empirical research and presents existing studies of the use of this method to assess the effectiveness of Russian universities. The third practical chapter provides information about the data source, the data structure, the analyzed variables, qualified by resources and results, as well as the results of constructed efficiency assessments grouped by generations of universities. In addition, the final part presents analytics on the existing rating systems of Russian universities, classified by generation. In conclusion, the main conclusions obtained as a result of the conducted empirical research are presented.
