Measures for Financial Recovery in the Field of Tariff Formation of the Electric Grid Industry on the Example of the Company PAO Rosseti Severo-Zapad

Abstract

На сегодняшний день в Российской Федерации недостаточное развитие и высокий физический износ объектов инфраструктурных отраслей, в частности электроэнергетических объектов, а нехватка финансирования в значительной степени ограничивает прогрессивные технологические и институциональные изменения в экономике. К тому же, наблюдаются проблемы в области тарифного регулирования, которое на данный момент не стимулирует повышение эффективности электросетевой отрасли. В то же время, установленный тариф по передаче электроэнергии не позволяет компаниям данного сектора покрыть расходы, что приводит к их убыточному состоянию. Целью данной выпускной квалификационной работы является разработка рекомендаций в области тарифообразования, которые должны способствовать финансовому оздоровлению электрораспределительных компаний на примере ПАО «Россети Северо-Запад». Для достижения данной цели была проанализирована литература, посвященная анализу финансового состояния компании. Далее обзор особенностей электрораспределительной отрасли в РФ и системы установления тарифа по передаче электроэнергии позволил выявить ряд проблем и разработать мероприятия по улучшению финансового состояния Компании, в том числе обосновать целесообразность применения стимулирующего регулирования в области тарифообразования и оценить эффект от предложенных мероприятий, апробировав предложенную методику на практике. В результате, применение метода эталонных затрат при расчете тарифа устанавливает более справедливый тариф, что позволяет Компании получить ряд эффектов: экономический - достижение положительного финансового результата по передаче электроэнергии на всем периоде долгосрочного планирования; качественный – повысится качество обслуживания потребителей, что позволит Компании поддерживать имидж и бренд на должном уровне, повысить инвестиционную привлекательность, а на государственном уровне – лояльность к политике действующей власти.

Nowadays insufficient development and high physical deterioration of infrastructure facilities, in particular electric power facilities, and the insufficient amount of their financing significantly limits progressive technological and institutional changes in the economy in the Russian Federation. In addition, there are problems in the field of tariff regulation, which at the moment does not stimulate an increase in the effectiveness of the electric grid industry. At the same time, the established tariff for the transmission of electricity does not allow companies in this sector to cover costs, which leads to their unprofitable state. The purpose of this final qualification work is to develop recommendations in the field of tariff setting, which should contribute to the financial recovery of electricity distribution companies on the example of PAO Rosseti Severo-Zapad. To achieve this goal, the literature on the analysis of the financial condition of the company was reviewed, which made it possible to assess the financial condition of PAO Rosseti Severo-Zapad. Further, a review of the features of the electricity distribution industry in the Russian Federation and the system for setting a tariff for electricity transmission made it possible to identify a number of problems and develop measures to improve the financial condition of the Company, including justifying the feasibility of applying incentive regulation in the field of tariff setting and assessing the effect of the proposed measures, including testing the proposed methodology in practice. As a result, the use of the benchmark cost method in the calculation of the tariff establishes a fairer tariff, which allows the Company to obtain a number of effects: economic - achieving a positive financial result for the transmission of electricity throughout the long–term planning period; qualitative - improving the quality of customer service, which will allow the Company to maintain the brand image at the proper level, increase investment attractiveness and at the state level – loyalty to the policy of the current government.
