Abstract

Тема: Молодежный парламент как институт политического участия в России.

Выпускная квалификационная работа состоит из введения, двух глав, списка литературы, приложений. Во введении обоснована актуальность выбранной темы, поставлена цель и задачи исследования. Актуальность исследования форм политического участия в России важна, так как существуют проблемы, связанные с неразработанностью концептуальных положений и нечеткостью политических структур. В частности, молодежный парламентаризм как одна из форм политического участия требует дальнейшего анализа. Целью работы является поиск преимуществ и недостатков молодежного парламента как формы политического участия, а составление рекмендаций для более эффективного представительства интересов молодежи в политической жизни страны. В первой главе «Основы исследования политического участия» приведены понятия и сущность политического участия, его типы и формы, а также определены основные типы политического участия в современной России. Затронута тема молодежного участия и представительства, а именно способы и каналы для участия молодежи в политическом процессе и государственной жизни. Во второй главе «Анализ Молодежного парламента Санкт-Петербурга как института политического участия на основе метода "Лестница гражданского участия" Шерри Арнштейн" представлен краткий теоретический обзор сущности молодежного парламентаризма в политической культуре России. Также вторая глава включает в себя эмпирическое исследование, целью которого было выявить особенности, преимущества и недостатки молодежного парламента как формы политического участия. С опорой на модель Шерри Арнштейн "Лестница гражданского участия" удалось установить, что молодженые парламенты выполняют функции символического участия. Анализ результатов исследования помог сформулировать рекомендации для повышения эффективности и качества работы молодежных парламентов в России.

В заключении приведены основные выводы, полученные в результате проведенного исследования.

The final qualifying work consists of an introduction, two chapters, a list of references, and appendices. The introduction substantiates the relevance of the chosen topic, sets the purpose and objectives of the study. The relevance of the study of forms of political participation in Russia is important, since there are problems associated with the lack of elaboration of conceptual provisions and the vagueness of political structures. In particular, youth parliamentarism as a form of political participation requires further analysis. The aim of the work is to find the advantages and disadvantages of the youth parliament as a form of political participation, and to draw up recommendations for more effective representation of the interests of youth in the political life of the country. The first chapter "Fundamentals of the study of political Participation" presents the concepts and essence of political participation, its types and forms, and also defines the main types of political participation in modern Russia. The topic of youth participation and representation was touched upon, namely, ways and channels for youth participation in the political process and public life. The second chapter, "Analysis of the Youth Parliament of St. Petersburg as an institution of political participation based on the method of "Ladder of Civic Participation" by Sherry Arnstein," presents a brief theoretical overview of the essence of youth parliamentarism in the political culture of Russia. The second chapter also includes an empirical study, the purpose of which was to identify the features, advantages and disadvantages of the youth parliament as a form of political participation. Relying on the model of Sherry Arnstein's "Ladder of Civic Participation", it was possible to establish that young parliaments perform the functions of symbolic participation. The analysis of the research results helped to formulate recommendations for improving the efficiency and quality of the work of youth parliaments in Russia.

In conclusion, the main conclusions obtained as a result of the study are presented.
