International Political and Legal Aspects of France and Germany Interaction in the European Union under Current Circumstances

Abstract

За последние годы европейская интеграция находится в определенном кризисе. Такие события как выход Великобритании из Европейского союза, острая проблема миграции, рост евроскептицизма только усиливают кризис общеевропейской идентичности. Политические и правовые аспекты взаимодействия Франции и Германии, стран, являющихся локомотивами ЕС, оказывают непосредственное влияние на процесс европейской интеграции. В данной работе были рассмотрены правовые и институционные основы европейской интеграции и ее основные направления. Также было проанализировано сотрудничество Франции и Германии в разработке и осуществлении общей внешней политики ЕС. По результатам исследования автор пришел к выводу о том, что в рамках решения общих задач между Францией и Германией имеется ряд противоречий, поскольку в вопросах обороны и безопасности Германия стремится сохранить государственный суверенитет, в отличие от Франции, декларирующей, что создание общеевропейских вооруженных сил потенциально укрепит влияние Европейского союза на международной арене.

In recent years, European integration has been in a certain crisis. Events such as the UK's exit from the European Union, the acute problem of migration, the growth of Euroscepticism only exacerbate the crisis of a common European identity. The political and legal aspects of the interaction between France and Germany, the countries that are the locomotives of the EU, have a direct impact on the process of European integration. In this paper, the legal and institutional foundations of European integration and its main directions were considered. The cooperation between France and Germany in the development and implementation of the common foreign policy of the EU was also analyzed. Based on the results of the study, the author came to the conclusion that in the framework of solving common tasks between France and Germany, there are a number of contradictions, since Germany seeks to preserve state sovereignty in matters of defense and security, unlike France, which declares that the creation of a pan-European armed forces will potentially strengthen influence of the European Union in the international arena.
