Актуальность темы исследования обусловлена тем, что в настоящее время практически во всем мире происходит поэтапная цифровизация различных сфер жизни, включая и такой социально значимый сектор, как здравоохранение. Необходимо обосновать условия для достижения целей повышения эффективности управления в здравоохранении, развития медицинских технологий, повышения качества и доступности медицинской помощи и др. Целью работы стало изучение организационно-правовых проблем цифровизации здравоохранения и обосновать пути их решения. В рамках первой главы были изучены теоретические основы изучения организационно-правовых проблем цифровизации здравоохранения. Дана общая характеристика и оценка состояния цифровизации здравоохранения в Российской Федерации, обоснованы нормативно-правовое регулирование общественных отношений в сфере цифрового здравоохранения и характеристика организационно-правовых проблем цифровизации здравоохранения. Вторая глава носит практический характер и посвящена организационно-правовым проблемам цифровизации здравоохранения, проведен анализ результатов исследования организационно-правовых проблем цифровизации здравоохранения по мнению как врачей, так и пациентов, и обоснованы рекомендации по оптимизации цифровизации здравоохранения. Общий объем работы составляет 76 страницу. Библиография включает 57 источников.

The relevance of the research topic is due to the fact that at present, almost all over the world, there is a gradual digitalization of various spheres of life, including such a socially significant sector as healthcare. It is necessary to justify the conditions for achieving the goals of improving the efficiency of management in healthcare, the development of medical technologies, improving the quality and accessibility of medical care, etc. The aim of the work was to study the organizational and legal problems of digitalization of healthcare and to justify ways to solve them. Within the framework of the first chapter, the theoretical foundations of the study of organizational and legal problems of digitalization of healthcare were studied. The general characteristics and assessment of the state of digitalization of healthcare in the Russian Federation are given, the regulatory and legal regulation of public relations in the field of digital healthcare and the characteristics of organizational and legal problems of digitalization of healthcare are substantiated. The second chapter is of a practical nature and is devoted to the organizational and legal problems of digitalization of healthcare, the analysis of the results of the study of organizational and legal problems of digitalization of healthcare according to both doctors and patients, and the recommendations for optimizing the digitalization of healthcare are substantiated. The total amount of work is 76 pages. The bibliography includes 57 sources.
