Mobilizing population for public service during the reign of the Babylonian king Hammurabi (the first half of the 18th century BC)

Abstract

Настоящая выпускная квалификационная работа представляет собой исследование проводившейся в правление вавилонского царя Хаммурапи (1792-1750 г. до н.э.) мобилизации населения. Призыв на государственную службу рассмотрен с двух ракурсов: с точки зрения разрешения внешнеполитических и внутригосударственных вопросов. С этой целью были переведены и проанализированы самые разные (по языку, происхождению и жанру) клинописные источники: письма посланника Ярим-Адду из царского архива г. Мари (ARMT [Archives royales de Mari] 26/2 362, 363, 367, 370) от времени военно-политического противостояния Вавилона и Элама (1765-1764 гг. до н.э.), корреспонденция между царем Хаммурапи и его чиновником Син-иддинамом (AbB [Altbabylonische Briefe in Umschrift und Übersetzung] 14 1, после 1763 г. до н.э.), а также административные записи, фиксирующие имена и личную информацию о мобилизованных лицах, от 34-го и 39-го года правления Хаммурапи (ВМ 12814, 12822, 12831, 12842, 12850, 12854, 12858, 12860, 12874, 23134, 23138, 23166; VS 13 23, YBC 4936). Результатом исследования стало определение фразеологии для передачи комплекса мобилизационных мероприятий, отличий между всеобщей и обычной мобилизацией населения на государственную службу и функций некоторых отрядов, задействованных в военной кампании. Кроме того, было установлено, что списки призывников хранились во дворцовом архиве. Благодаря сопоставлению документации из различных архивов были выделены формуляры учетных записей. В качестве основного вывода нельзя не отметить, что несмотря на кажущуюся отлаженность действий в команде чиновников Хаммурапи, с заметной частотой возникали различные проблемы, связанные с мобилизацией.

This final qualification paper investigates mobilizing population that took place under the rule of the Babylonian king Hammurabi (1792-1750 BC). The call to public duty is viewed from two perspectives: in terms of handling international policy and internal challenges. A number of cuneiform sources (different in language, provenance, and genre) have been translated and analyzed for this purpose: envoy Yarim-Addu's letters from the Mari Royal Archive (ARMT 26/2 362, 363, 367,370) since the military-political confrontation between Babylon and Elam (1765-1764 BC), correspondence between king Hammurabi and his official Sin-iddinam (AbB 14 1, after 1763 BC) as well as administrative records containing the names and private data of the mobilized individuals from the 34th and 39th years of Hammurabi's rule (ВМ 12814, 12822, 12831, 12842, 12850, 12854, 12858, 12860, 12874, 23134, 23138, 23166; VS 13 23, YBC 4936). The study's findings include the definition of terminology for expression of a certain set of mobilization measures, distinctions between general and ordinary population mobilization for public service and functions of specific military detachments participated in the campaign. Furthermore, it was discovered that conscript lists were preserved in the palace archive. Account forms were found through the comparison of documentation from various archives. As a key conclusion, it should be highlighted that, despite the seeming accuracy of actions in the Hammurabi`s team of officials, numerous mobilization problems developed with remarkable frequency.
