The Black Sea basin as a geopolitical region: the structure and issues

Abstract

Черноморский бассейн располагается в геополитическом центре Евразии – на пересечении геополитических и социокультурных рубежей евразийских цивилизаций. Его значимость объясняется прежде всего проходящими транзитными путями, на которых проложены важные транспортные магистрали, и наличием значительных запасов горючих полезных ископаемых, что позволяет выдвинуть гипотезу о возрастании роли Черноморского региона в мировой экономике и геополитике в ближайшее время. Современная геополитическая обстановка Черноморского бассейна отличается существованием конфликтности между странами региона. Взаимоотношения двух крупных держав – России и Турции являются одним из важных условий его дальнейшего развития. Кроме того, Черное море становится зоной «жизненных интересов» третьих стран, вследствие чего наблюдается повышенная военно-политическая заинтересованность НАТО, США и ЕС, а также энергетическая геополитика, связанная с изменением главных транспортных коммуникаций. В рамках данного исследования была выделена современная «трехъядерная» структура Черноморского геополитического региона, установлен характер воздействия региональных международных организаций на функционирование и развитие региона, а также выявлены основные проблемы внутри каждого субрегиона и их роль в дальнейшем развитии всего региона.

The Black Sea basin is located in the geopolitical center of Eurasia - at the intersection of the geopolitical and socio-cultural boundaries of the Eurasian civilizations. Its significance is explained primarily by passing transit routes, on which important transport routes are laid, and the presence of significant reserves of combustible minerals, which allows us to put forward a hypothesis about the growing role of the Black Sea region in the world economy and geopolitics in the near future. The current geopolitical situation in the Black Sea basin is characterized by the existence of conflict between the countries of the region. The relationship between the two major powers - Russia and Turkey is one of the important conditions for its further development. In addition, the Black Sea is becoming a zone of "vital interests" of third countries, as a result of which there is an increased military-political interest of NATO, the US and the EU, as well as energy geopolitics associated with a change in the main transport communications. Within the framework of this study, the modern “trinuclear” structure of the Black Sea geopolitical region was identified, the nature of the impact of regional international organizations on the functioning and development of the region was established, and the main problems within each subregion and their role in the further development of the entire region were identified.
