EU-NATO cooperation in the field of cybersecurity: features of approaches and development prospects

Abstract

В работе исследуется сотрудничество ЕС и НАТО в сфере кибербезопасности, подходы организаций, современные тенденции взаимодействия и перспективы развития на основе нескольких теоретических направлений, включая теорию секьюритизации, пространственный и системный подход, а также теорию неоинституционализма рационального выбора. Автор делает вывод о том, что несмотря на меры, которые были предприняты организациями в области обеспечения политики кибербезопасности, включающие подписание совместного Технического соглашения и регулярную работу в сфере проведения киберучений и образовательных практик, в отношениях ЕС-НАТО существуют проблемы, связанные с неравными возможностями государств-членов в сфере киберзащиты, отсутствием единых каналов обмена информацией и разведданными и нежеланием национальных правительств передавать их на наднациональный уровень. В результате исследования на основе проведенного контент-анализа, а также изучения тенденций и факторов, связанных с прошлым и современным состоянием отношений между организациями, были определены три основных сценария дальнейшего развития сотрудничества в сфере кибербезопасности: 1) расширение и углубление взаимодействия; 2) статус-кво в отношениях; 3) деградация и неэффективность совместной деятельности.

The research work examines the EU-NATO cooperation in the field of cybersecurity, organizations’ approaches, current trends in interaction and prospects for the development based on several concepts, including the theory of securitization, spatial and systemic approach, as well as the theory of neo-institutionalism of rational choice. The author concludes that despite the measures that have been taken by organizations in the field of cybersecurity policy, including the signing of a Technical Arrangement and regular work in the field of cyber studies and educational practices, there are problems in EU-NATO relations. They are related to the unequal capabilities of member states in the field of cyberdefence, the lack of unified channels of information and intelligence exchange, and the unwillingness of national governments to transfer them to the supranational level. As a result of the research, based on the conducted content analysis, as well as the study of trends and factors related to the past and current state of relations between organizations, three main scenarios for the further development of cooperation in the field of cybersecurity were identified: 1) expansion and deepening of interaction; 2) the status quo in relations; 3) regression and inefficiency of joint activities.
