The problem of European integration in the foreign policy of the Republic of Ireland in the 21st century

Abstract

В данной работе автор исследует влияние европейской интеграции на несколько ключевых составляющих государственной политики Республики Ирландия. В частности, ставятся проблемы современного сотрудничества между Европейским Союзом и Ирландией в сфере экономики, социальной политики, миграционной и экологической составляющей, а также в вопросах политики безопасности и обороны. Помимо этого, автор прослеживает динамику развития взаимодействий между указанными акторами на протяжении XXI века, акцентируя внимание на ключевых исторических моментах (экономический бум Республики Ирландия в начале 2000х, глобальный финансовый кризис 2008 года, "Брексит"). Исследования строились на основе теоретической концепции неолиберализма с использованием методологических концепций теории рационального выбора, а также дедукции и индукции. Как итог, автор приходит к выводу о том, что сотрудничество Ирландии и ЕС имеет общую положительную направленность, в центре которого находится непосредственное сотрудничество в сфере экономики. Это свидетельствует об ограниченном и секторальном характере европейской интеграции в рамках Республики Ирландия. В частности, наиболее предпочтительными областями сотрудничества выступают экономическая и миграционная сферы, что связано с положительным влиянием интеграции на государственную экономику, а также наиболее активной деятельностью европейских фондов по оказанию финансовой помощи. Таким образом, несмотря на общую положительную динамику развития, проблема европейской интеграции в контексте политики Ирландии имеет весьма неоднозначный и противоречивый характер.

In this paper, the author examines the impact of European integration on several key components of the state policy of the Republic of Ireland. In particular, the problems of modern cooperation between the European Union and Ireland are analyzed in the field of economy, social policy, migration and environmental component, as well as in matters of security and defense policy. In addition, the author traces the dynamics of the development of interactions between these actors throughout the 21st century, focusing on key historical moments (the economic boom of the Republic of Ireland in the early 2000s, the global financial crisis of 2008, Brexit). The research was based on the theoretical concept of neoliberalism using the methodological concepts of rational choice theory, as well as deduction and induction. As a result, the author comes to the conclusion that the cooperation between Ireland and the EU has a general positive direction, in the center of which is direct cooperation in the economic sphere. This testifies to the limited and sectoral nature of European integration within the Republic of Ireland. In particular, the most preferred areas of cooperation are the economic and migration spheres, which is associated with the positive impact of integration on the state economy, as well as the great activity of European financial assistance funds. It means, that, despite the overall positive dynamics of development, the problem of European integration in the context of Ireland's policy is very ambiguous and controversial.
