Collective Security Treaty Organisation as an institution of collective security: The problem of effectiveness

Abstract

В данной выпускной квалификационной работе исследуется проблема эффективности деятельности Организации Договора о коллективной безопасности. В результате проведённого исследования было сформировано универсальное понятие системы коллективной безопасности, выведены её структурные компоненты и проанализирована их модернизация, определены основные механизмы и средства системы коллективной безопасности в рамках противостояния угрозам «нового» и традиционного типа безопасности. Рассмотрены разные подходы к понятию эффективность и сформулировано универсальное, а также были выведены критерии эффективности деятельности ОДКБ. В качестве критерия эффективности было взято сопоставление бюджета ОДКБ и официальных показателей деятельности организации в период за последние пять лет. В работе дается описание оценки деятельности ОДКБ, а также предложены рекомендации по совершенствованию и увеличению эффективности ОДКБ.

This paper examines the problem of the effectiveness of the Collective Security Treaty Organization. As a result of the conducted research, a universal concept of the collective security system was formed, its structural components were derived and their modernization was analyzed, the main mechanisms and means of the collective security system were identified in the framework of countering threats of the "new" and traditional type of security. Different approaches to the concept of efficiency are considered and a universal one is formulated, as well as criteria for the effectiveness of the CSTO's activities were derived. A comparison of the CSTO budget and the official performance indicators of the organization over the past five years was taken as an efficiency criterion. The paper describes the assessment of the activities of the CSTO, as well as offers recommendations for improving and increasing the effectiveness of the CSTO.
