Development of a Project Management Regulations in an IT Company

Abstract

Работа посвящена конкретной компании, занимающейся разработкой множества IT-проектов. Более подробно в работе освещаются процессы ведения проектов, а также необходимость в стандартизации этих процессов. Целью данной выпускной квалификационной работы является разработка регламента для IT-компании по управлению проектами для стандартизации проектной деятельности в компании. Основными задачами являлись: Определение типизации проблемных проектов в проектном менеджменте в конкретной компании; Определение подходящего стандарта для создания регламента управления проектами; Определение методологию исследования; Сбор эмпирических данных о работе рассматриваемой компании; Сопоставление эмпирических данных с данными из литературы; Определение требований к общему регламенту ведения проектов в компании; Адаптация под компанию инструментов и артефактов из выбранного свода знаний по управлению проектами и совмещение перечня выбранных инструментов с дополнительными инструментами не из свода знаний – создание регламент ведения проектов; Испытание созданного регламента на примере проблем из кейсов автора. В работе был проведен анализ существующих типизаций проблем проектного менеджмента, на основе которого были выделены ключевые типа проблем в проектном менеджменте как области знаний, для дальнейшего сопоставления проблем компании с данной типизацией. На следующем этапе были собраны требования к новому регламенту ведения проектов со стороны топ-менеджмента компании, а также рядовых проектных менеджеров. Кроме того, были собраны эмпирические данные работы компании. Они были представлены в виде подробных кейсов проблемных проектов, которые существовали в компании. Далее были проанализированы международные стандарты по управлению проектами и выбран наиболее подходящий из них – свод знаний PMBOK. На его основе был создан перечень инструментов и артефактов, вошедших в итоговый регламент. Также в регламент были включены другие внутрикорпоративные инструменты в цифровых системах. После сбора всех необходимых инструментов и документации посредством кейс-метода новый регламент был применен к кейсам компании и показал свою эффективность. В результате рассматриваемая компания получила новый регламент ведения проектов, который поможет в стандартизации процессов проектного управления и повышению качества ведения проектов в компании. Работа является актуальной для конкретной IT-компании, на основе которой данная работа проводилась, поскольку регламент управления проектами создавался по ее требованиям и с учетом ее нужд, а также был призван стандартизировать бизнес-процессы рассматриваемой компании.

The work is devoted to a specific company engaged in the development of a variety of IT projects. The paper covers in more detail the processes of project management, as well as the need for standardization of these processes. The purpose of this graduate qualification work is to develop regulations for IT-company project management to standardize project activities in the company. The main objectives were: to determine the typification of problem projects in the project management in a particular company; to determine the appropriate standard for the creation of project management regulations; to determine the research methodology; to collect empirical data about the work of the considered company; to compare empirical data with data from the literature; to determine the requirements for general regulations of project management in the company; to adapt tools and artifacts from the selected body of knowledge on project management and the combination of the list of the most important tools and artifacts in the company's project management. The work analyzed the existing typologies of project management problems, based on which the key types of problems in project management as a field of knowledge were identified, for further comparison of company problems with this typology. In the next stage, the requirements for the new regulations of project management by the top management of the company as well as by the ordinary project managers were collected. In addition, empirical data on the company's work was collected. They were presented in the form of detailed cases of problem projects that existed in the company. Then international standards for project management were analyzed and the most appropriate of them - the PMBOK knowledge base - was selected. On its basis, a list of tools and artifacts included in the final regulations was created. Other in-house tools in digital systems were also included in the regulations. After collecting all the necessary tools and documentation through the case method, the new regulations were applied to the company's cases and showed their effectiveness. As a result, the company in question received new project management regulations, which will help to standardize project management processes and improve the quality of project management in the company. The work is relevant to the particular IT company, on the basis of which this work was carried out, because the project management regulations were created according to its requirements and its needs, and they were also intended to standardize the business processes of the company under consideration.
