The Implementation of the Principles of Sustainable Development in the Creation and Exploitation of St. Petersburg Infrastructure Objects

Abstract

Изучение устойчивого развития актуально в наше время, поскольку данный феномен активно распространяется в мировом сообществе как среди политических, так и экономических субъектов. Данная работа посвящена исследованию качественной инфраструктуры и проблемы отсутствия принципов качественной инфраструктуры в инфраструктурном развитии Санкт-Петербурга, что в долгосрочной перспективе может оказать негативное влияние на инвестиционную привлекательность региона, экологическое состояние города и качество жизни населения. Несмотря на введение понятия «устойчивое развитие» в правовую среду Российской Федерации в 1995 году, только в 2019 году начали предприниматься активные шаги по реализации этой концепции в Москве. При этом, в Санкт-Петербурге только 1 проект удовлетворяет требованиям устойчивого развития, что увеличивает разрыв в уровне развития Москвы и Санкт-Петербурга и ставит под угрозу темпы социально-экономического развития региона в долгосрочной перспективе. В работе формулируются аргументированные рекомендации по имплементации принципов устойчивого развития в развитие региона, а также разрабатываются основные положения методики оценки качественных инфраструктурных проектов Санкт-Петербурга.

The study of sustainable development is relevant in our time, since this phenomenon is actively spreading in the world community among both political and economic actors. This work is devoted to the study of sustainable infrastructure and the problem of the lack of principles of sustainable development in the infrastructural development of St. Petersburg, which in the long term may have a negative impact on the investment attractiveness of the region, the ecological state of the city and the quality of life of the population. Despite the introduction of the concept of "sustainable development" into the legal environment of the Russian Federation in 1995, it was only in 2019 that active steps were taken to implement this concept in Moscow. At the same time, only 1 project in St. Petersburg meets the requirements of sustainable development, which increases the gap in the level of development of Moscow and St. Petersburg and threatens the pace of the socio-economic development in the long term. The paper formulates reasoned recommendations on the implementation of the principles of sustainable development in the development of the region, and also develops the main provisions of the methodology for assessing sustainable infrastructure projects in St. Petersburg.
