dc.description.abstract | Настоящее исследование направлено на определение перспектив развития Единого цифрового рынка (ЕЦР) в ЕС в условиях доминирования иностранных информационных ТНК. Стремительное развитие цифровой экономики побуждает Евросоюз к расширению интеграционных процессов. Проект ЕЦР углубляет европейскую интеграцию посредством устранения барьеров в передвижении людей, товаров, услуг и капитала. В ходе исследования автор рассматривает становление информационного общества и цифровой экономики в Европе через концепцию «цифрового» суверенитета, определяемого как стремление к снижению технологической зависимости от влияния негосударственных акторов. Принятая Евросоюзом стратегия по созданию ЕЦР и последующие за ней правовые акты составляют основу «цифрового» суверенитета ЕС. Потребность в подобном теоретическом подходе обусловлена завоеванием европейских рынков зарубежными технологическими ТНК, обладающими большой «цифровой» силой и злоупотребляющими своим доминирующим положением. Они препятствуют полноценной реализации проекта ЕЦР, создавая риск для Евросоюза стать «технологической» колонией, неспособной самостоятельно определять свою цифровую политику. В исследовании анализируются ключевые проблемы в реализации опор ЕЦР, а именно антиконкурентные практики, необснованный геоблокинг и защита персональных данных. Рассматривается политика Еврокомиссии, направленная на выработку единого подхода в рамках ЕЦР для недопущения доминирования зарубежных игроков на цифровом рынке и поддержки европейских компаний. Автор анализирует дискурс европейских официальных лиц о «цифровом» суверенитете и будущем проекта ЕЦР, а также представляет оценки перспектив развития ЕЦР в рамках трансатлантического сотрудничества и политики ЕС, направленной на «регуляторное» лидерство в международных информационных процессах. | ru_RU |
dc.description.abstract | This master thesis is aimed at determining the prospects for the development of the Digital Single Market (DSM) in the EU under the dominance of foreign technological TNCs. The rapid development of the digital economy encourages the European Union to expand integration processes. The DSM project deepens European integration by removing barriers to the movement of people, goods, services and capital. In the course of the study, the author examines the formation of the information society and digital economy in Europe through the concept of «digital» sovereignty, defined as the desire to reduce technological dependence on the influence of non-state actors. The strategy adopted by the European Union for the creation of the DSM and subsequent legal acts form the basis of the «digital» sovereignty of the EU. The need for such a theoretical approach is due to the conquest of European markets by foreign technological TNCs, which have huge «digital» power and abuse their dominant position. They impede the full implementation of the DSM project, creating a risk for the EU to become a «technological» colony, unable to independently determine its digital policy. The study analyzes key issues in the implementation of the pillars of the DSM, namely anti-competitive practices, unreasonable geo-blocking and protection of personal data. The policy of the European Commission aimed at developing a unified approach within the DSM to prevent the dominance of foreign players in the digital market and support European companies. The author analyzes the discourse of European officials on «digital» sovereignty and the future of the DSM project, and also presents assessments of the prospects for the development of the DSM within the framework of transatlantic cooperation and EU policy aimed at «regulatory» leadership in international information processes. | en_GB |
