Development of the non-government pension funds in the Russian Federation

Abstract

Пенсионная система России на протяжении многих лет испытывает ряд трудностей: непрерывный рост численности пенсионеров, низкий возраст выхода на пенсию, высокая доля неформального сектора занятости и т.д. Эти и многие другие проблемы приводят к непрерывному росту дефицита ПФР и к увеличению трансфертов из федерального бюджета. Негосударственные пенсионные фонды были созданы в 2002 г. для модернизации пенсионной системы, однако существует ряд препятствий для их развития в России. Целью работы является определение факторов, влияющих на развитие негосударственных пенсионных фондов (НПФ) в России. Для достижения данной цели в работе проводится эконометрическое исследование на основе первичных данных с применением кластерного анализа и расчета логит-модели. Результаты исследования показали, что наиболее трудно разрешимой проблемой развития НПФ в России является проблема низкого уровня доверия граждан. Кроме того, нам удалось выяснить, что осведомленность граждан о деятельности фондов, а также стаж их трудовой деятельности в наибольшей степени влияет на принятие индивидом положительного решения о формировании пенсионных накоплений в НПФ. Полученные результаты могут быть использованы руководством фондов для оптимизации стратегии развития.

For many years the pension system of Russia has some number of challenges: continuous growth in the number of pensioners, the low age of retirement, a high proportion of informal sector employment, etc. These and many other problems lead to continuous growth of the deficit of the pension Fund and increase transfers from the Federal budget. Private pension funds were created in 2002 to modernize the pension system, however, there are a number of obstacles to their development in Russia. The aim of this work is to determine the factors influencing the development of non-state pension funds (NPFs) in Russia. To achieve this goal, the paper conducts an econometric study based on primary data using cluster analysis and calculation of the logit model. The results of the study showed that the most difficult problem of the development of the NPF in Russia is the problem of low level of citizens ' trust. In addition, we found out that the awareness of citizens about the activities of the funds, as well as the experience of their employment to the greatest extent affects the adoption of the individual's positive decision on the formation of pension savings in the NPF. The obtained results can be used by the management of funds to optimize development strategies.
