The EU factor in the development of separatism as illustrated by Scotland and the Basque Country

Abstract

В современном мире, где усиливаются процессы глобализации и большинство государств мира являются многонациональными, становится актуальной тематика сепаратизма. Евросоюз данная проблема не обошла стороной. Любая попытка сепаратизма ставит под сомнение вопрос о европейской интеграции, но при этом и сама же европейская интеграция создаёт площадку для развития сепаратизма в регионе. В связи с этим целью дипломной работы является определение роли ЕС в развитии сепаратизма в Шотландии и Стране Басков. Поставленная цель предполагает решение частных задач, а именно исследование таких феноменов как национализм и сепаратизм, определение инструментов и институтов ЕС, влияющих на развитие сепаратизма, анализ эволюции шотландского и баскского сепаратизма, выявление сходств и различий в проявлении сепаратизма в Шотландии и Басконии. В качестве заключения был сделан вывод о том, что Европейский Союз усиливает регионы посредством поощрения сотрудничества между регионами, обеспечения экономической поддержки, предоставления возможности выходить на наднациональный уровень для выражения своих интересов. Несомненно, укрепление позиций региона ведет к увеличению сепаратистских настроений, однако Евросоюз становится в данном случае сдерживающим фактором, так как членство в ЕС не может быть автоматически гарантировано.

In the modern world, where globalisation processes are intensifying and most states of the world are multinational, the problem of separatism becomes of current interest. The European Union should be mentioned in this context. Any attempt at separatism impugns European integration, but at the same time European integration itself creates a platform for the development of separatism in the region. In this regard, the aim of the thesis is to determine the role of the EU in the development of separatism in Scotland and the Basque Country. The goal involves the solution of particular problems, namely the study of such phenomena as nationalism and separatism, the definition of EU tools and institutions that influence the development of separatism, the analysis of the evolution of Scottish and Basque separatism, the identification of similarities and differences in the exertion of separatism in Scotland and the Basque Country. As a conclusion, it was noted that the European Union strengthens the regions by encouraging cooperation between regions, providing economic support, giving an opportunity to participate on supranational level to broadcast their interests. Undoubtedly, strengthening the position of the region leads to an increase in separatist movement, but the European Union is becoming a deterrent in this case as membership in the EU cannot be automatically guaranteed.
