The European Union in the process of regionalization in Spain

Abstract

С целью изучения процессов регионализации в рамках Европейского Союза наиболее выразительным, актуальным и интересным для изучения представляется опыт Королевства Испании в силу происходящих в стране событий и исторической ретроспективы в ракурсе регионализации.

Цель данной работы: определить роль Евросоюза в процессе регионализации в Испании. В соответствии с целью работы решаются следующие задачи:  провести теоретический анализ основных терминов;  изучить исторические корни процессов регионализации в современной Испании;  проанализировать взаимосвязь процесса регионализации с национализацией;  исследовать особенности баскского и каталонского национализма;  изучить расстановку политических сил в Басконии и Каталонии;  провести анализ происходящих в последние годы изменений в отношениях между центром и регионами Испании;  проанализировать роль Евросоюза в процессе регионализации в Испании;  определить основные правовые и институциональные инструменты ЕС в развитии регионализма.  охарактеризовать перспективы развития государственного устройства Испании.

Хронологические рамки выбранного периода для изучения истории Испании и исторических особенностей развития Каталонии в испанском государстве охватывают временной отрезок с 13-15 века до сегодняшнего момента. Такой большой временной охват связан с тем, что прослеживание длительного период в истории дает нам понять истоки процесса регионализации в Испании.

Научная новизна работы состоит в том, что сделана попытка проанализировать процессы регионализации в Испании в динамике. Проводится комплексная оценка позиций политических сил в Испании и их влияния на различные аспекты взаимоотношений центральных властных структур и регионов. Определяется соотношение процессов регионализации в Каталонии и Басконии, дальнейшие перспективы развития политических процессов в этих регионах.

The experience of Spain seems to be the most expressive, relevant and interesting way to study processes of regionalization within the European Union due to events that take place in the country and due to historical retrospective from the perspective of regionalization.

Purpose of the work: to determine the role of the European Union in the process of regionalization in Spain. In accordance with the purpose of the work the following tasks are solved:  conduct theoretical analysis of basic terms; study the historical roots of the processes of regionalization in modern Spain;  analyze the relationship of the regionalization process with nationalization;  explore the characteristics of Basque and Catalan nationalism;  study the alignment of political forces in the Basque Country and Catalonia;  analyze changes in relations between the center and the regions of Spain in recent years;  analyze the role of the European Union in the process of regionalization in Spain; identify the main legal and institutional instruments of the EU in the development of regionalism.  describe the prospects for the development of the state structure of Spain.

The chronological framework of the selected period for the study of Spanish history and historical features of the development of Catalonia in the Spanish state covers the time period from the 13th – 15th centuries to the present day. Such a large temporal coverage is due to the fact that tracing a long period in history makes us understand the origins of the process of regionalization in Spain.

The scientific novelty of the work lies in the fact that an attempt was made to analyze the processes of regionalization in Spain over time. A comprehensive assessment of the positions of political forces in Spain and their influence on various aspects of the relationship of the central authorities and regions is carried out. The ratio of the regionalization processes in Catalonia and Basque Country is determined, as well as the further prospects for the development of political processes in these regions.
