The role of the British Council in the current foreign policy of Great Britain

Abstract

Данная исследовательская работа посвящена определению роли Британского совета как культурно-общественной организации в осуществлении внешней культурной политики Великобритании на современном ее этапе, в новых условиях международной обстановке. Исследовательская работа разделена на два тематических блока. В первой части исследования автором рассматривается исторический контекст при котором данная организация формировалась и осуществляла свою деятельность в первые годы своего создания. Такой подход позволяет определить взаимоотношения Совета с британской политической сферой, а именно с правительством Великобритании, что в свою очередь дает возможность определить степень зависимости Совета от политики государства. Вторая часть работы посвящена рассмотрению разнообразных проектов и программ Британского совета в основных областях его деятельности: искусство, образование и общественная деятельность. Основываясь на данных примерах автором прослеживаются основные приоритеты, тенденции и методы, которые используются Советом для осуществления своей миссии. На основании изучения исторического аспекта, а также рассмотрения наиболее показательных примеров работы данной организации, автор приходит к выводу, что Британский совет - организация, преследующая цель распространения британской культуры по всему миру, одновременно выполняет и имиджевую функцию для Великобритании, способствуя повышению ее авторитета на международной арене и привлекательности для населения других стран. Тем не менее, несмотря на тот факт, что Совет слаженно работает с правительством своей страны, он все же остается организацией, олицетворяющей идеи и ценности британского общества. Британской совет может отойти от курса, определенного правительством, но не сможет сделать подобного с британскими ценностями и культурой.

The research is devoted to defining the role of the British Council as a cultural and social organization in the implementation of the foreign cultural policy of Great Britain. The research is divided into two thematic blocks. In the first part of the study, the author examines the historical context in which the organization was formed and carried out its activities in the first years of its activity. Such an approach makes it possible to determine the interrelation of the Council with the British political sphere, namely with the British government, which in turn makes it possible to determine the degree of dependence of the Council on state policy. The second part of the work is dedicated to the consideration of various projects and programs of the British Council in the main areas of its activity: art, education and social work. Based on these examples, the author traces the main priorities, trends and methods that the Council uses to carry out its mission. Based on the research of the historical aspect, as well as consideration of the most illustrative examples of the work of this organization, the author concludes that the British Council is an organization aiming at spreading British culture throughout the world and at the same time performs an image function for the UK, helping to increase its credibility in the international arena and attractiveness for the population of other countries. Nevertheless, despite the fact that the Council works cohesively with the government of its country, it still remains an organization that embodies the ideas and values of British society. The British Council may deviate from the course determined by the government, but will not be able to do this with British values and culture.
