The problem of preservation of cultural heritage in the activity of international organisations in the beginning of the 21st century

Abstract

Работа посвящена изучению деятельности международных организаций по вопросам сохранения культурного наследия на современном этапе. Была поставлена цель выявить ключевые направления и особенности данной деятельности в XXI в. для двух организаций, относимых к числу крупнейших и наиболее авторитетных – ЮНЕСКО и ИКОМ. Работа опирается на значительное число разнообразных источников, многие из которых вводятся в научный оборот впервые, а также наименований отечественной и зарубежной научной литературы. Анализируется историческое развитие международного сотрудничества и международного права по вопросам культурного наследия в их связи с современной ситуацией, а также теоретические и практические подходы международных организаций к данной проблеме, их новые и наиболее актуальные проекты. Подчёркиваются основные достижения и проблемы, общее и особенное в структуре и деятельности организаций, делается прогноз и даются рекомендации касательно дальнейшего развития.

The thesis contains a study of international organizations’ contemporary activities connected to cultural heritage conservation. The objective was set to define key areas and features of such work carried out by UNESCO and ICOM, two major organizations that are said to be among the most established and reputable. The thesis draws upon a great number of various sources, many of which are used in scientific research for the first time, as well as refers to diverse Russian and foreign academic literature. Historical development of international cooperation and international law on cultural heritage are analyzed in relation to current situation, followed by the scrutiny of theoretical and practical approaches and the newest and most relevant projects of international organizations. Main achievements and challenges are highlighted, together with similarities and differences between organizations’ structure and activities. Forecasts and suggestions for the future development are also included.
