Gender aspects in the policy of international institutions in the early 21st century: a case study of the United Nations

Abstract

В диссертационной работе представлено исследование аспектов международной деятельности и внешней политики государств с учетом гендерного фактора в начале XXI в. Основное внимание сосредоточено на деятельности ООН в достижении гендерного равенства. Актуальность диссертационного исследования определяется прежде всего тем, что на современном этапе мы можем наблюдать активную борьбу женщин за право участвовать в принятии решений на государственном уровне. К началу XXI в. большинство стран не только законодательно, но и в реальном воплощении реализуют принцип равенства мужчин и женщин. В частности, в Скандинавских странах существует фактическое гендерное равенство в сфере управления. Целью диссертационного исследования является определение аспектов международной деятельности и внешней политики государств с учетом гендерного фактора в начале ХХI века. В рамках исследования особое внимание уделяется: эволюции становления гендерного равенства в мировой истории (были определены этапы деятельности, начиная с XX-ого века); правовому регулированию гендерного равноправия; гендерным принципам во внешней политике и дипломатии; гендерному аспекту миротворческой деятельности ООН; деятельности «ООН-Женщины» в достижении гендерного равенства, а также инициативам и программам ООН и созданных ею государств по борьбе с неравенством женщин. Научная новизна диссертационного исследования определяется тем, что нет отдельных изданий и книг, посвященных роли ООН в решении гендерного вопроса, рассмотренных с разных сторон, а не только, например, миротворческий аспект. В отдельных статьях рассматривают эволюцию решения гендерной проблемы ООН, отдельные аспекты деятельности по разрешению гендерного вопроса, но обобщенного анализа деятельности ООН за последние 20 лет нет. На сегодняшний день гендерное равенство остается глобальной проблемой человечества, поэтому в диссертации предпринята попытка осветить проведенную деятельность ООН и созданных ею государств в решении гендерного вопроса с разных сторон. В результате проведенной работы, было показано, как несмотря на активную деятельность ООН, большое количество проблем еще остается во многих странах: насилие со стороны мужей и миротворцев; малое количество женщин на постах министерств, правительств; невозможность получения образования в отдельных регионах и т.д.

The dissertation studies a factor of gender equality in different frames of international economic and social activity as well as governments’ foreign policies with a focus on the UN efforts in the beginning of the XXI century. The importance of the study is determined by the fact that it can be analyzed through an active struggle of women for their right to participate in the decision-making at the governmental level. In the beginning of the XXI century, many countries already represent the principle of equality of men and women both legislatively and practically in different spheres. In particular, in the Scandinavian countries gender equality exists at management field. The objective is to determine key aspects of international social and economic activities and governments’ foreign policies, which influenced on gender factor development in the beginning of the XXI century. The structure of the study highlights the following significant topics: the evolution of the establishment of gender equality in world’s history (the stages of activity were determined starting from the 20th century); key legal regulations of gender equality; gender principles in foreign policy and diplomacy; the gender dimension of the UN peacekeeping; the UN Women’s efforts to achieve gender equality, as well as the initiatives and programs of the UN and its States to combat gender inequality. The scientific novelty is determined by the fact that there are no specific analytical studies, publications and books about the role of the UN actions towards gender equality or issue considered from the different perspectives, not only, from the peacekeeping aspect. In specific articles, it is considered the evolution of the solutions of the UN towards gender inequality problems and certain aspects of activities to resolve it. However, there is no generalized evaluation of the UN activities in this field over the past 20 years. Today, gender equality remains a global problem for mankind, therefore, an attempt was made in the dissertation to analyze the activities of the UN and its states in addressing the gender inequality issue from different perspectives. In particular, it is show how despite the active work of the UN significant problems remain in many countries: violence by husbands and peacekeepers; a small number of women in the posts of ministries and governments; challenges in obtaining education in the certain regions, etc.
