The role of observers in the Arctic Council's policy-making process

Главной целью исследования является определение роли наблюдателей в формировании политики Арктического совета. Наблюдатели являются одним из основных движущих механизмов работы Арктического совета по многим причинам. Неарктические государства являются основными участниками рабочих групп АС, активно занимаются финансированием деятельности Совета и разрабатывают отдельные исследовательские проекты, что подтверждает важную роль наблюдателей в АС. Автором были изучены процессы формирования политики Арктического совета и степень влияния наблюдателей в Совете. Исследованы стратегии неарктических государств и их интересы в Арктике. Проведено сравнение основных аспектов деятельности европейских и азиатских стран в регионе.

The main goal of the research is to determine the role of observers in shaping the policy of the Arctic Council. Observers are one of the main driving mechanisms of the Arctic Council for many reasons. Non-Arctic states are the main participants in the working groups of the AC, they actively participate in financing the work of the Council and the development of certain projects, which confirms the important role of observers in the AC. The author has studied the policy- making processes in the Arctic Council and the degree of influence of observers in the Council. The Arctic strategy of non-Arctic states and their interest in the Arctic were studied. The comparison of Asian and European states’ work in the region was made.
