The effectiveness of the ICRC's humanitarian work to protect women’s and children's rights during armed conflicts in the North Caucasus region of the Russian Federation

Abstract

В работе проводится оценка эффективности деятельности МККК в Северокавказском федеральном округе на примере оказания помощи гражданскому населению, в особенности детям и женщинам, во время вооружённых конфликтов в Чеченской республике. Приводится вывод о том, что МККК довольно успешно справляется со своей задачей в данном регионе, опираясь на специфику социально-гуманитарных проблем Северного Кавказа. Однако, не фокусирует свои действия именно на проблемах женщин и детей, скорее ставит своей целью помощь гражданскому населению в целом. Помимо этого выводится предположение о том, что работа МККК была бы сильно эффективнее при более обширном сотрудничестве с Обществом Красного Полумесяца.

The paper assesses the effectiveness of the ICRC in the North Caucasus region using the example of helping the civilian population, especially children and women, during armed conflicts in the Chechen Republic. The conclusion states that the ICRC is quite successful in this region, especially because they focus on the specifics of the social and humanitarian problems of the North Caucasus. However, it does not aim its actions precisely on the problems of women and children; rather, its goal is to help the civilian population as a whole. In addition, it is suggested that the work of the ICRC would be much more effective with more extensive cooperation with the Red Crescent Society.
