Volunteering as a factor of the modern political process in the Russian Federation

Abstract

Работа посвящена изучению феномена волонтерства и особенностям его развития в современной России. Раскрывается роль добровольческого движения как нового ресурса в политическом администрировании, а также анализируется влияние волонтерства на политический процесс в регионах и в России в целом. В первой главе обозначаются теоретические основы существования волонтерства в России, рассматриваются организационные и правовые основания функционирования добровольчества, выявляются особенности добровольческого труда. Во второй части исследуются региональные и федеральные практики развития добровольческих движений, фиксируются существующие проблемы добровольчества, а также устанавливается роль феномена в политической сфере. В ходе проведения ивент-анализа (событийного анализа) и анализа биографий наиболее известных волонтеров-акторов в публичной политике определились особенности организации добровольческого движения в современном политическом процессе Российской Федерации. Автор приходит к выводу, что в отечественном региональном процессе происходит постепенное становление добровольческих управленческих практик, но вместе с этим феномен в сочетании с ценностями общественной полезности представляется чрезвычайно перспективным направлением, и в государственном управлении, и в развитии гражданского участия в стране. В современных условиях волонтерство является не только отдельно взятой сферой государственной политики, но и одним из механизмов гражданского участия. Добровольчество имеет высокий уровень эффективности в обеспечении социальных запросов населения и государства на федеральном и на региональном уровне администрирования.

The paper is devoted to the study of the phenomenon of volunteerism and the peculiarities of its development in modern Russia. The role of the volunteer movement as a new resource in political administration is revealed, and the influence of volunteerism on the political process in the regions and in Russia as a whole is analyzed. The first Chapter outlines the theoretical foundations of the existence of volunteerism in Russia, examines the organizational and legal basis for the functioning of volunteerism, and identifies the features of volunteer work. The second part examines regional and Federal practices in the development of voluntary movements, identifies existing problems of volunteerism, and establishes the role of the phenomenon in the political sphere. During the event analysis (event analysis) and the analysis of biographies of the most famous volunteer actors in public policy, the features of the organization of the volunteer movement in the modern political process of the Russian Federation were determined. The author concludes that in the domestic regional process, there is a gradual formation of volunteer management practices, but at the same time, the phenomenon in combination with the values of public utility is an extremely promising direction, both in public administration and in the development of civil participation in the country. In modern conditions, volunteerism is not only a separate sphere of state policy, but also one of the mechanisms of civil participation. Volunteerism has a high level of effectiveness in meeting the social needs of the population and the state at the Federal and regional levels of administration.
