The role of the Department for International Development in British foreign policy

Abstract

В данной выпускной квалификационной работе исследуется роль Департамента международного развития во внешней политике Великобритании. Для определения значимости Департамента в реализации внешнеполитических интересов государства были проанализированы официальные документы британских государственных учреждений, содержащие концептуальные основы политики содействия международному развитию, а также изучены отчеты Департамента и независимых аналитических центров. В первой главе с помощью метода исторического анализа прослеживается эволюция британской системы оказания помощи, в ходе которой происходило становление взглядов ведущих политических партий на роль политики содействия развитию, а также определяется специфика функционирования Департамента на первом этапе его существования. Во второй главе рассматриваются основные направления политики ведомства и особенности его вовлеченности в реализацию интересов государства при консервативных правительствах Д. Кэмерона и Т. Мэй. В результате проведённого исследования было выявлено, что деятельность Департамента, позиционируемая в рамках сокращения масштабов нищеты и всеобщего развития, сводилась к осуществлению определенных геополитических и экономических приоритетов правящего Кабинета, включавших обеспечение национальной безопасности, повышение индекса «мягкой силы», привлечение торговых партнеров и содействие британскому бизнесу. Автор также приходит к выводу, что несмотря на разногласия среди премьер-министров вокруг места Департамента в государственной структуре и целенаправленности его программ, на протяжении всего существования ДМР оставался одним из основных ведомств, выполняющих внешнеполитические задачи Соединенного Королевства.

The goal of this thesis is to examine the role of the Department for International Development in the UK foreign policy. In order to determine the Department’s significance for the implementation of the foreign policy interests, official documents of British government institutions that contain the conceptual framework of international development assistance, the reports of the Department and of independent think tanks were analysed. In the first chapter, using the method of historical analysis, the author explores the evolution of the British aid system, the development of the views of the leading political parties on the role of development assistance policy and defines the specifics of DFID’s functioning during the initial stage of its existence. In the second chapter the areas of agency’s policies and the features of its involvement in the implementation of state interests under conservative governments of D. Cameron and T. May are examined. The study concludes that Department’s activities, positioned within the framework of poverty reduction and universal development, focuse on the implementation of certain geopolitical and economic priorities of the ruling Cabinet. These priorities include ensuring national security, increasing the soft power index, attracting trade partners and promoting British business. The author also comes to the conclusion that despite disagreements among the prime ministers around the Department’s place in the state structure and the purpose of its programmes, DFID, throughout its entire existence, has remained one of the main agencies that carries out the foreign objectives of the UK.
